Community Connection of
Northeast Oregon, Inc. is seek-
ing general contractors for its
residential Weatherization Assis-
tance Program which serves
Baker, Grant, Union, and Wallowa
counties. The program funds 20
to 40 homes per year at an aver-
age cost of $20,000 per home.
Typical work includes blowing in-
sulation in building cavities such
as floors, ceilings, and exterior
walls, sealing ductwork, twining
insulation under floors, air sealing
the building shell, and installing
exhaust fans, exterior doors, and
windows.

Rangeland Fire
Protection Association
WHAT: Public hearing on pro-
posal to include designated lands
in the Oregon Wildfire Protection
System.

WHY: The Burnt River Range-
land Fire Protection Association
would like to expand their current
boundary to include an area
which currently has no fire protec-
tion services available for pri-
vately owned lands.
WHO: Interested members of the
public are invited to attend and
give oral or written testimony. Writ-
ten testimony can also be mailed
to PO Box 670, Prineville, OR

All testimony must be received by
5pm Tuesday, May 10, 2022.
MORE INFO: Public comment is
sought on the proposal to: 1) Ex-
pand the Burnt River Rangeland
Fire Protection Association, which
is part of the Oregon Wildfire Pro-
tection System, and 2) develop
an agreement with the Burnt
River Rangeland Fire Protection
Association to provide fire protec-
tion to rangelands in portions of
southern Baker County that cur-
rently have no wildfire protection.
The Association operates in co-
operation with the Oregon Board
of Forestry.
Oregon Department of Forestry
(ODF) staff will provide back-
ground on the proposal and an-
swer questions. A report of the
public testimony will then be pro-
vided to the Board for review prior
to its consideration of expansion
of the Burnt River Rangeland Fire
Protection Association proposal
at its next
meeting.
If the proposal is ultimately ap-
proved by the Board, fire protec-
tion for the area added would be
provided by the Burnt River
Rangeland Fire Protection Asso-
ciation which is directed and
managed by local rangeland
owners. Associations prepare an-
nual budgets for review by the
Board. Operating funds for Asso-
ciation activities typically are de-
rived from annual dues assessed
by an association on its mem-
bers. Grants provided through
ODF may provide supplemental
funding.
Rangeland fire protection associ-
ations were authorized by the
Oregon Legislature in 1963 to fill
a gap in protection for portions of
the state that do not lie within a
rural fire protection district or an
ODF forest protection district.
There are currently twenty-four
active Rangeland Fire Protection
Associations operating in Ore-
gon.
To ensure the broadest range of
services to individuals with dis-
abilities, lead-time is needed to
make necessary arrangements. If
special materials, services, or as-
sistance is required, please con-

Wallowa Memorial Hospital in En-
terprise, Oregon, until 2 p.m. on
Thursday April 28th . Any bid re-
ceived after the specified time will
not be considered.
Bids will be for all parts and labor
for construction of a 50’ x 75’
Rigid Clear span Steel building
with metal roof and wall panels,
gutters with downspouts, all flash-
ing and trim for a finished water-
tight structure. Building to be
engineered for code required
snow and wind loads. Building is
to have 6 – 18’ wide by 14’ tall in-
sulated overhead doors with pow-
ers openers, 2 – 3’ wide insulated
personnel doors with closers.
Metal wall insulation R-19 with
vapor retarder, and metal roof in-
sulation R-30 with vapor retarder.
The District will complete site
preparation prior to commence-
ment of construction. Site prepa-
ration is not included in the
Project except for incidental ad-
justments that may be required to
bring the Project to successful
completion.
Electrical and plumbing will be in-
stalled at a later date and are also
not included in this Project.. The
project is subject to the payment
of Oregon prevailing wages for
Zone 13 (Baker, Union, and Wal-
lowa Counties) pursuant to ORS
279C.800, et seq.
Project is targeted to begin on or
before June 1, 2022, and is ex-
pected to conclude by October
15, 2022 subject to supply avail-
ability. Bid documents may be ob-

Oregon Trail Electric Cooperative (OTEC) hereby gives notice of UN-
CLAIMED PAYMENTS OF CAPITAL CREDITS.
Pursuant to OTEC bylaws and policy, the names of OTEC Members
entitled to capital credit retirements – who have not yet claimed their
retirements – can be reviewed on the OTEC website at:

If you are an OTEC Member and current (or former) consumer of
OTEC, please check the OTEC website and list of Members who
have failed to claim capital credits owed.
Application for re-issuing funds owed may be made at your local
