The Island City Area Sanitation District (District) is requesting
proposals from qualified firms and individuals to provide materi-
als, transportation, equipment, and other means to complete the
Wastewater Collection System Improvements - 2021 in accor-
dance with the Contract Documents. Work for this Project includes
both renovation of four existing lift stations and collection system
piping improvements. The lift station work for this Project includes
demolition of existing drywells, piping, pumps, and appurtenances
as well as construction of new wetwells on existing wetwell bases,
valve vaults, associated electrical modifications, a new natural gas
generator at Lift Station No. 4, and associated existing site build-
ing and fencing modifications. The collection system work for this
project includes installation of approximately 1,960 linear feet (LF)
of cured-in-place pipe lining, approximately 230 LF of pipe replace-
ment, and repairs on specified areas of the existing piping system.
Sealed proposals will be received until May 20, 2021, at 2:00 p.m.
at the Island City City Hall at 10605 Island Avenue, Island City,
Oregon. There will be no formal opening of proposals. Facsimile
and electronic proposals will not be accepted. The District may de-
cline to consider proposals submitted after the above stated dead-
line. Any statements made by District representatives, agents, or
employees at the pre-proposal conference are not binding on the
District unless confirmed by written addendum to the Contract
Documents.
The Contractor will be subject to the Davis-Bacon Act (40US-
C276a) and the applicable provisions of ORS 279C.800 through
ORS 279C.870 (the Oregon Prevailing Wage Law).
Budget Hearings open on Monday, May 10, 2021, at 6:00 p.m.
in the Council chambers of La Grande City Hall. This meeting will
be held via electronic communication due to COVID-19 Coronavi-
rus social distancing requirements. The meetings will be available
for viewing live via the City’s scheduled Charter Communications
channel 180 beginning at 6:00 p.m. on each day of the scheduled
meetings on the La Grande Alive website at https://lagrandealive.
tv/city-events/ or on the Eastern Oregon Alive.TV Facebook at
https://www.facebook.com/EOAliveTV.
All members of the Budget Committee will be participating elec-
tronically and will not be physically present in City Hall. Any person
may listen to and/or participate with questions as described below.
It is strongly recommended that the public submit comments or
questions in writing in advance of the meeting. Written comments
for both the URD and City’s General, Enterprise, and Special
Funds Budgets received by 5:00 p.m. on Friday, May 7, 2021, will
be read during the public comment section of the respective meet-
ings. Comments on Urban Renewal will be heard on Monday, May
10, 2021. Comments on the City’s General, Enterprise, and Special
Funds budgets will be heard on Tuesday, May 11, 2021.
Comments can also be made by phone on a scheduled basis
during the public comment section of the meetings. Comments,
both written and phone in, will be subject to a three-minute limit per
community member. To schedule public comment using the phone
in option, please provide your name, phone number and address
with the City via phone at 541-962-1309 or email to rstrope@city
oflagrande.org not later than 5:00 p.m. on Friday, May 7, 2021 for
both Budget Hearings. You will be called during the public com-
ments section of the meeting. Any person who is unable to provide
written comments or to phone in, may provide comments to the
Budget Committee during the meetings using electronic methods
at City Hall during the public comment portion of the meetings.

be available for download after April 22, 2021. No paper sets will
be provided for proposal purposes. Only a Price Proposal Form
obtained from the Engineer shall be used for pricing purposes.
The Proposer shall provide his or her mailing address, telephone
number, and fax number when Contract Documents are request-
ed. Pre-qualification of proposers is not required. All proposers
are required to comply with the provisions of Federal law, Oregon
Revised Statutes (ORS), and District policies and procedures, and
American Iron and Steel requirements. Proposers are required to
certify non-discrimination in employment practices as defined in
ORS 279A.110.
A pre-proposal conference is scheduled for May 11, 2021, at 10:00
a.m. at the Island City City Hall at 10605 Island Avenue, Island City,
Oregon. Attendance at this conference is mandatory. Proposals
submitted by parties that fail to attend the pre-proposal conference
will be rejected.
The District expressly reserves the right to:
1. Reject any or all proposals not in compliance with public con-
tracting procedures or unacceptable to the District;
2. Waive informalities in the proposals;
3. Select the proposal which appears to be in the best interest of
the District; and
4. Postpone or delay the award of the contract if such postpone-
ment or delay is in the best interest of the District.
