UNION COUNTY BOARD OF COMMISSIONERS
COMP PLAN AMENDMENT & SITE PLAN REVIEW
NOTICE IS HEREBY GIVEN, the Union County Board of Commis-
sioners, meeting in regular session, Wednesday, April 7, 2021 at
10:00 a.m., will conduct a public hearing to review the Planning
Commission’s recommendation and to receive any “new” perti-
nent evidence and testimony according to the provision in UCZP-
SO Section 23.05 of the application submitted by James Smejkal,
Agent Curtis Shuck, to amend the Comprehensive Plan, Map/Text
and Basalt Aggregate Inventory to establish a new 274 acre Basalt
Aggregate Site, amend the County Basalt Aggregate Inventory for
this site, place it in a Surface Mining Zone and Site Plan approval
to mine aggregate material from the property. The property is lo-
cated 2.5 miles west of the City of La Grande on the north side of
I-84 and is described as Twp. 2S, Range 37 EWM, Tax Lot 2300
approximately 274.00 acres in a Union County A-4, Timber Grazing
Zone.
The applicable Land Use Regulations are found in the Union
County Zoning, Partition and Subdivision Ordinance, Article 23.00
Land Use Regulations and Land Use Plan Amendments. Failure
to raise a specific issue with sufficient specificity at the local level
precludes appeal to LUBA based on that issue. The application
and all information related to the proposal are available for review
at no cost and copies can be supplied at a reasonable cost. A staff
report will be available for review seven days before the hearing,
and can be supplied at a reasonable cost. For further information

In a continuing effort to limit the spread of the COVID-19 virus and
to comply with the Governor’s executive orders, the Union Coun-

ORDINANCE CONSIDERATION
2019 Sidewalk Local Improvement District 19-064
The City Council of the City of La Grande Oregon will hold Pub-
lic Hearings during its Regular Session on Wednesday, April 7,
2021, which begins at 6:00 p.m. and will be held via electronic
communication due to Covid19 social distancing requirements.
The Hearing is for the purpose of discussing Final Assessments
for Sidewalk Improvement District Number 19-064 for the various
completed sidewalk improvements, and for entertaining remon-
strances or objections thereto or claims for damages as a result of
such proposed Improvement Districts.
Pursuant to Section 34. of the City Charter of the City of La Grande
Oregon, the following entitled Ordinance is scheduled to be Read
for the FIRST Time by Title Only, during the Council’s Regular Ses-
sion on Wednesday, April 7, 2021.

GRANDE, UNION COUNTY, OREGON, ESTABLISHING THE
