YOUR BIRTHDAY by Stella Wilder
Born today, you are one of the most charis-
matic individuals born under your sign, and
your natural charisma and the talents with
which you have been endowed by the stars
work together to ensure that you are always
in the spotlight, whether you are at work, at
play or merely enjoying some rare private
time. Friends and loved ones must under-
stand that to be with you is to expose them-
selves to the attention of others, almost at all
times -- for you attract all manner of indi-
viduals into your orbit at all times.
THURSDAY, FEBRUARY 18
AQUARIUS (Jan. 20-Feb. 18) -- You’re
likely to receive an unusual assignment today,
but much that you’ve done in recent days has
prepared you, whether or not you know it.
PISCES (Feb. 19-March 20) -- You can
surely make progress today, but it will be step
by step, and not all at once. You must be ready
for an unwanted encounter.
ARIES (March 21-April 19) -- Now is not
the time to put things off; you must address
issues as they arise, whether large or small, to
avoid falling hopelessly behind.
TAURUS (April 20-May 20) -- Today
marks the beginning of a new phase, but you
may not yet know how to characterize it.
Follow your instincts and seal a deal.
GEMINI (May 21-June 20) -- What you
accomplish today may not be clear at first,
but you’re certain that progress is being
made. A competitor’s mistake serves you well.
CANCER (June 21-July 22) -- You may
find yourself sinking deeper into a situation
that you had originally hoped to avoid.
Today’s decisions yield results very soon.
LEO (July 23-Aug. 22) -- You’ll want to
make room for others to join you today in
order to make the best of a situation that
you’ve not yet learned to control.
VIRGO (Aug. 23-Sept. 22) -- Someone
WEDNESDAY, FEBRUARY 17, 2021
may be trying to control your movements in
a way that is somehow more threatening than
usual. You’ll free yourself by day’s end.
LIBRA (Sept. 23-Oct. 22) -- A little confu-
sion is to be expected today when you begin
a new task before you’re fully prepared. An
ally brings something to the table.
SCORPIO (Oct. 23-Nov. 21) -- What you
forget today you can certainly take care of
tomorrow -- but it’s best not to forget in the
first place! It may be time to make a list.
SAGITTARIUS (Nov. 22-Dec. 21) -- A
new experience gives you a better idea of
what someone has been going through for
some time. It may be time to get in touch.
CAPRICORN (Dec. 22-Jan. 19) -- You
may not be able to escape a certain irritant
today -- but perhaps you can learn to use it in
your work in an unusual, creative way.

URBAN RENEWAL PROGRAM ACCEPTING PROJECT
FUNDING APPLICATIONS
La Grande, OR -- Each fiscal year, the La Grande Urban Renewal
Agency (URA) has a limited amount of funding to allocate toward
public/ private development projects within the Urban Renewal
District. For the 2021-2022 fiscal year beginning July 1, 2020, the
Agency will be accepting applications for project funding assis-
tance until 5:00 p.m. on April 30. Applications received after this
