In three and a quarter million miles of travel by air. only 15 persotis were killed and«43 injured in a totad of 27 ser ious accidents. Most of these acci-) dents occurred among that class of civilian aviators known as gypsy flyers. ''Of the 1200 commercial aircraft probably o»e thousand are under the indirect supervision of responsi ble plane manufacturer» or transpor- tation companies—and this is abso lutely the only regulation over flying, as local ordinances or state laws can not be enforced. Lacking a federal organization controlling civilian avi ation. these 200 or more gypsy flyer» have been permitted to fly at will and many have met disaster.
