While there may be dissatisfac
tion among Germans, that nation
is no where near civil disintegra
tion. Germans are probably hearing
of I. W. W. riots, and bomb plots,
and factory explosions and dock
fires, and the like which are almost
daily ooeuring In America. But what
American would seriously question
the national determination to fight
this war to a successful finish?
We know that the Russian col
lapse has released large Teutonic
armies along that front for action
elsewhere. We surmise that this is
the real explanation of German suc
cesses in the Italian offensive,
coupled with the usual German!
strategy of striking a fierce Wow
against the weakest link in the al
lied chain, in the hope that she ran
start a move for peace while she Is
In a position, territorially, to make
concessions and still win a substan
tial victory for kaiserlsm. But we
certainly do not know that Germ soy
is so weak that she cannot keep .ip
the fight for years to come, and it ;
is the part of foolishness for thin
government to proceed on any other
assumption.
Word from Washington Indicates

have been started on a vast scale.
They are constantly being broaden
ed. There is talk of an army of
6,000,000 men. While every 'Am
erican hopes that It will not be ne
cessary to throw such an army Into
the scales on the side of justice and
democracy, still the country as a
