Russia can be assured of a constant

the essentials for the sustenance of
the men at the front and of the civil
population, they can carry the battle
home to the kaiser in short order,
and victory will surely be not far
distant . The undertaking of a pro
gram pf ship building whereby the
Atlantic will be practically bridged
fcy commerce carriers will solve the
submarine menace. American ship
builder can soon be . putting two
craft into the water for every one
that the submarine can sink, so that
even should the divers continue their
operations, the worst they could do
would be to waste millions of dollars
. worth of ships and good . without
helping them to win the war.
Without this matter of subsistence
settled, it would be worse than use
less to send Americans to Europe,
snd the administration I proceeding
on the line that we must first give
aid to the armies already in the field''
In the meantime, thousands of young
Americans will he learning the war
fame, and If the assistance rendered
by the United State does sot pnt
the allies In position to bring the
war to a speedy termination, the
transportation of troops can tfcen
proceed.
Colonel Roosevelt, with the same

public life, has asked permission to

been for the prominence that the
Courier gave to the remarks of Dr.
teddy ut the luncheon at the Cham
ber of Commerce Monday evening no
attention would have been paid to
the remarks or recall threat of Dr.
Roddy. However, thinking that some
people might resd the account of this
meeting and not knowing the quality
of atmosphere In which Dr. Reddy
circulates we trust that you will give
this article as much prominence as
you did the statement made by Dr.
Reddy.
In reply to Mr. Rcddy's statements
In regard to the proposition of the
proposed rosd down the Illinois river,
we wish to state that there was at
no time any such statement made
by anyone to the county court, either
singly or collectively, and It Is fnlse
In its purport. No mine owners or
anyone else ever offered to put up
half the cost of a road down this
river, and the taxpayers of this coun
ty can rest assured that before the
county court would construct such a
road the aforesaid mine owners would
have to put up the money In ad
vance, which education we have re
ceived from past experiences.
Relative to anyone starting a re
call upon the county court and com
missioners, will Itate that It Is some
thing that I not courted, but If It
Is necessary let It come. However,
It Is a common remark when the
county court does not do Just what
some Individual wants them to do for
'someone with an $8.44 personal tax
1 capacity to begin to howl for a recall.
In regard to the (bonding of the
county for roads, If Dr. Reddy knows
that In order for Josephine county to
Issue say bonds for road purposes It
would be necessary to got legislation
to first refund outstanding warrants
which would b at .least 1140,000
more .than the constitution of the
state will allow this county to bond
Itself, for. Josephine county has out
standing warrants vow to the amount
of 1 157,000 snd as we would be al
lowed to bond for two per cent of
our assessed valuation which la ap
proximately 19,000,000 w would be
allowed to bond for 1173,000 and we
would be obliged to refund our out
standing warrants, which would leave
us about 195,000 In the hole before
we got started, snd thts being In the
hole Is what prevents us at the pres
ent time from building much needed
roads In the county that are needed
Just as much as s boulevard down the
Illinois river.
It Is sll very well for a man with
a selfish motive to howl about the
county building roads but who pays
.the taxes? Not Dr. Reddy, certainly,
's the amount he paid Josephine
county tn taxes last year was only
M.44 and that waa on an automobile,
and If the county court remembers
right he and the Waldo mine said
they would donate $150 towards
graveling the Takllma road; but did
they do It? Not to It was noticeable'
to the naked eye.
The county court and commission
ers are Just as much In favor of good
roads as Dr. Reddy or anyone else,
but they will not stand for roads to
be built to please any one set of peo
ple and especially Into sections where
there It no taxable property. The
road that hnsbeen ruined by the ex
cessive loads of ore six months ago
was one of the best roads In south
ern Oregon for a dirt road, and so
acknowledged by the public. At a
conservative estimate It will tnke at
least $10,000 to replace the damage
that has been done this road. Are
the people of the Illinois valley wil
ling to stsnd for this? They sny not.
Whst have the people of the rest of
the county to say? Do they want all
the money spent In repairing a
stretch of road to benefit a few mine
owners or people who Just hold op
tions on mines? We think not and
'at least are willing to leave It up to
Uhem. -

other property of the county and city
