" VOTING AGAINST IRRIGATION Medford and Jackson county no longer lead the way In matters of progresslveness and the spirit of de velopment, if we may Judge from the adverse vote given upon the ques tion of formation of an irrigation dis trict adjacent to the city Wednesday. Sixty per cent of the vote cast Is needed to carry the district plan, and as the vote stood 188 for snd 143 against, there were 10 less than the necessary number. The defeat of the plan there is not charged to an opposition to Irrigation as a princi ple, but because of the circulation of untrue statements on the morning of election and to the casting of Meg al votes. The advocates of the dis trict plan' are going ahead with the calling of another election when It Is hoped that a favorable vote will re sult. The plan defeated Is not the one which Is being arranged in con nectlon with the Josephine county project, and a different outcome Is confidential anticipated when that is put up to the voters. The lesson of the defeat of the project In the Medford territory should be a warn ing to those who see the demand for water upon their lands not to accept eleventh hour tales and vote against their best Judgment. SUA MENACE Washington, Dec. 28. The feai that if present peace negotiations fall, this nation must clear its slate on the-submarine situation with Ger many grew apace today. . But President Wilson intends to push this peace work to the limit to avoid possible subsequent un pleasantness with Germany, if pos sible. Both President Wilson and Secre tary Lansing have decided to main tain a discreet silence on this topic. There Is now no mistaking, officials believe, that President Wilson's peace note to the belligerents and the subsequent "explanations" by Secretary Lansing. Since it always has been thts government's atUtude that violaUons which affect property are not to be compared to violations which affect life, the warning la generally Interpreted as being directed therefore, chiefly against the central powers, whose submarines have not only endangered American lives, but also have des troyed American property. In viola tion of all rules of humanity and warfare. Officials, however, are trying to not over-emphasiae thts phase, and have already put this government on record as not, contemplating any change In Its neutral policy at this time. It is believed that if Germany cuts loose with her submarines, following probable failure of the peace nego tiations, then a break must Inevit ably come In keeping with the Ameri can Sussex note threat The fact that the allies Intend to state their terms and alms Is thought here likely to put Germany diplo matically in a hole, and hence to make peace even more Improbable than It now seems. Whether there will be an extra session of congress after March 4, depends In a large messure on the prospects of peace In Europe. Best Information .today was that the president will have the national legislature In session If there are any indications that peace is possible. Otherwise, It is stated that the ad ministration's course of neutrality has been embarrassed by the con gress, with Its long debates over the question of warning Americans off belligerent ships. In one group here today, how ever. It was suggested that the pres ident might desire to keep congress continually In session If the possi bility of a break with Germany con tinued to loom as a possibility. aw If the administration determined upon a severance of relations with Germany, It Is believed the presl- dent would "ask the advice of con - cress' presumably through a special message and this despite the fact that he could take such action without congressional author- nation. i The president himself Intends to J remain close to Washington In order to remain In best possible touch with developments and he has arranged for almost dally, personal or tele phone talks with Secretary Lansing. The greatest shortage of turkeys ever experienced on the Portland market exists to day, only five turkeys having been received by dealers yesterday. Capture of 3,000 more prisoners, bringing the total of Russian sol diers prisoners during the engage ments about Rlmlncnl-Sarat up to 10,220, was reported by the wsr of fice today. "Yesterday 1.000 prisoners and 31 machine guns were brought In," the statement said. "The number of prisoners made by the Ninth army In engagements near Rlmlncul-Sarat amounts altogether to 10,220 Rus sians." The Danube army, according to the war office, had only partial en gagements yesterday. ' In Dobrudja, Bulgarian and Turk ish troops succeeded In ejecting Rus sians from fortified height positions east of Macln. The statement said the Bavarian and Prussian Infantry -divisions at Rlmlnlcu-Sarat pressed behind the enemy ss he flowed back, took by stampede new enemy positions con structed during the night and push ed shead 1eyond Rlmlnlcn-Sarat. The victory was achieved over Russians rather than Roumanians, the Russian forces being those sum moned to Roumanla's defense. The enemy was defeated December 28 and tried then to regain the lost ground by counter-thrusts of strong masses, but failed. Ths federal reserve bank system was today ad vanced by treasury officials as one of the controlling factors In the re markable Increase In national bank resources, announced by ths comp troller of the currency. The stabilising influence of the new reserve system, officials said, be sides faclllatlng banking exchange, has Inslpred Increased confidence In the government banks. Total resources, as complied by the last call, aggregated $15,620,000,000, and exceeded ty a ibllllon dollars the total combined resources of the gov ernment banks of the entente allies and those of Spain. STATE SEEKS CASH F The atateof Oregon, through the attorney general and the district at torney, -has commenced action against three firms In this county to collect araounte claimed due the Industrial Accident commission fund. Under the law each firm employing tabor must pay a per cent upon the amount disbursed la wages, and al so a per capita upon the number of men employed. Into a fund from which Injured employes am paid by ths state commission. In the complaints filed In the cir cuit court a balance of IH01.33 Is demanded from the Rogue River Public Service corporation. This company accepted the protection of the Industrial Accident commission law, but failed, according to the com plaint to settle the balance claimed. Another action is brought against the Southern Oregon Construction company for Judgment In the amount of 1239.32 claimed due the state, the allegation being the same as In the action against the Public Service cor poration. A third complaint la against Albert -Williams, proprietor of a wood yard. Mr. Williams did not officially accept the protection of the Industrial Accident commission law, but aa he also failed to give notice of Its rejection, the failure works as an acceptance, and the atsts Is there fore asking that Mr. Williams liqui date la the amount of 114.30. which It cleama Is due from him.
