If the tests being made this season nnder the direction of Geo. Austin, cultural expert of the Utah sugar companies, should prove that the Rogue ralley can meet his anticipa tions In the production of sugar beet teed. It will have opened a new Indus try of great possibilities. The Utah companies have of late years been producing a portion of the seed for their own plantings In their own state, but much of the seed has had to come from Germany, Russia, and other countries from across the sea. Ac cording to Mr. Austin, this Imported seed costs 30 cents per pound with carriage added, though the home grown seed has been distributed among their own farmers at 15 cents per pound. That supplied the grow ers of the Grants Pass district Is Utah-grown seed, and was charged for at the rate of only 15 cents, though its market price Is fully double that now. The markets of Europe being closed through the war, beet seed has been at a premium this season, and It was only by coopera tion with the Utah people that It was possible to get enough for the Grants Pass factory. A yield of 1,500 pounds of seed can be reasonably expected from an acre, so that the possibility of profit Is much greater from this branch' of beet farming than even from growing beets for the sugar. Hope of de finitely disposing of the submarine issue before Sunday, the anniversary of the Lusitania sinking, waned to day when unofficial dispatches from Berlin said that the reply to the American submarine demands was not ready. In order to reach Washington by Saturday, the note should be cabled tomorrow night While this is pos sible, it is regarded as rather Improb able. It seems certain that when the note is cabled it will have the ap proval of all Germans, from the em peror to the people's representatives in the relchstag. There is no disposition yet, offi cials say, to set a time limit tor the answer. As long as Germany is ob viously seeking to solve the difficulty it is not likely that the United States will complain. Pending the reply submarines have refrained from their "present meth ods" against commerce. This inter pretation Is placed npon the cessa tion of attacks. It is believed that orders were sent to submarine com manders immediately upon receipt of the Wilson note. There has been a marked decrease in the number of attacks. Since Saturday not a single vessel has been reported torpedoed. A PLUNGE IN THE ROGUE. May is giving that perfect brand of climatic condition for which the Rogue valley is famous. A cloudless sky, with the mercury standing up in the 80s during the heat of the day, has made the more hardy youth seek the cool of the waters of the Rogue, and for the past few days swimming has been a more or less popular pas time with the boys. The season has been a bit more backward than was last, accepting the verdict of the boy as the test, for last spring the first of the bathers took their plunge the middle of April. It is not to be con sidered, however, that the Rogue bathing season is yet on in all of its glory, for there is a chill to the water that Ib but a few miles from the melt ing snows that will keep many from the plunge till later. Secretary McAdoo is directed to furnish con gress with a statement showing whether 1320,000,000 is being annu ally withheld from the treasury by Income tax frauds and evasions. In a resolution offered in the house today by Congressman Keating of Colorado. McAdoo Is asked why ha has not recommended to the president that all Income tax returns be made public in order that fraud may be checked. Keating said he based his resolu tion on the charges made by Basil M. Manly, chief Investigator of the In dustrial welfare relations commission. Manly, in a published statement, declared that more than $400,000, 000 should be received annually, in stead of the $80,000,000 actually col lected. The resolution asks whether: Fifteen billion dollars was paid in wages and salaries during ii4, $500,000,000 being paid to men re ceiving $3,000 a year or more: whether more than $300,000,000 yearly above the $3,000 exemption Is received as Income from fees; wheth er $20,000,000 is received as Income from ownership of property and the conduct of business above the $3,000 exemption; whether incomes received by persons subject to Income tax total $20,866,000 and whether, with all proper deductions, the figure should be $14,500,000. Introducing his resolution, Keat ing said: "You may discount Manly's charges 50 percent and still have a Bum which makes all other frauds here tofore perpetrated seem insignificant. Three hundred and twenty million dol lars represents the Income of 600,- 000 workingmen, who have labored every day in the year. The nation's pension rolls are enormous, but the sum which Manly says the million aires of this country steal yearly could pay them twice over." Next week the Grangers, and Grants Pass will put on her Sunday clothes and her happiest smile for her most welcome guests. The Com mercial club and the organization of the Beavers are cooperating with the Josephine county granges In pro vldlng for the 'entertainment. The decoration of the city is In the hands of the merchants' association, and the chairman of the committee asks that every business house meet the de mands of the occasion as they ap pear. The official colors of the Grange are Pink, yellow and green in the lighter shades, and thnHe colors Bhould be carried as far as possible in working out decorations.
