President Koosevelt has appointed I'd ward C. O'Brien minister to Para guay and Uraguay and J. Martin Miller consul general to Aix la Chapelle. It does look as if someone in the investi gating division of the appointment de partment was lax in bis duty. It is inexplicable how men who have been losi ng money as fast as Com mis sioner Gartield finds that the beef trust ollicials have, can afford to spend the summer in Kurope even if there is a grand jury in session in Chicago. The Chicago police claim to have dis covered evidence that the labor unions have len paying proffesslonal thugs $15 apiece for every "scab" that was slugged. If that claim is true it Is the manifest duty of the police to secure the indictment of every odlcer of every union that participated in such lawless ness and public censure will rest on the police, almost equally with that which rests on the unions, until they have per formed this imperative duty. The Iwis and Clark exposition so long looked forward to, is now a reality. The International exposition at Port land was first proposed by Daniel McAl len in November 18'.i5 and was endorsed by the National Kditorial Association, July 6, 1819 and was also indorsed by the legislature of Oregon, February 21, l'.HJl. The ceremonies incident to break ing ground for the first group of main buildings took place April 7, l!04. Wil lamette Heights and Ouild'tlake were chosen as the Bite September 5, 11J02. The transformation that has taken place in little more than a year at the exposi tion grounds is marvelous. The tall fir and sturdy oak are supplanted by vel vety lawns and the choicest flowers, which receive thejad miration of the thousands of strangers who visit the fair. Oregon with but a half million population gave to this enterprise a half million dollars in commemoration of the achievements of the Pacific coast, during the century Just closed. Never before has Oregon bad such a grand opportunity to prove to the outside world that all the claims made for her as the banner state of the west are, true ; that the pioneers whose lives are rapidly running to a cloee are leaving to future generations a priceless heritage where peace, plenty and pros perity shall reign in the centuries to come. only positive cure now known to the medical fraternity. Catarrh being a constitutional disease, requires a cc-octl tutional treatment Hall's Catarrh Cure is taken internally, acting direct ly upon the blood and mucous surfaces of the svstem, thereby destroying the foundation of the disease, and giving the patient strength by building up the constitution and assis'init nature in do ing its work.
