Official Pajcr of WasMnzton Comity. BY D. W. BATH Exempt from Taxation. Tb following is taken from the Ceneral Laws of. the state ofOre' gon for 1903, and is published by request. Sec. 3039. The following prop erty shall be exempt from taxation 1. All property, real- and per soaal. of the United States and this state. 2. All public or corporate prop erty of the several counties, cities, villages, towns and school district in this state used or intended lot corporate purposes. 3. The personal property of all literary, benevolent, charitable and scientific institutions incorporated within this state, and such real es tate belonging to such institutions as shall be actually occupied for the purpose for which they were iu corporated. 4. All houses of public worship and the lots on which they are sit uated, and the pews or slips and furniture therein, and all burial grounds, torn bs and rights of bur ial; but any part of any buildings, being a house of public worship, which shall be kept or used as a store or shop, or for any other pur pose, except for public worship or for schools, shall be taxed upon the cash valuation thereof, the same as personal property, to the owner or occupant, or to either, and the tax es shall be collected thereon in the same manner as taxes on personal property. 5. All public libraries, and the lersonal property belonging there to and connected therewith, and the real property belonging there to, and upon which such library is situated. 6 The property of all Indians residing upon Indian reservations who have not severed their tribal relations or taken lands in sever alty, except lands held by them by purchase or inheritance, and situate on any Indian reservation; pro vided, however, that the lands owned or held by Indians in sev eralty upon any Indian reservation, and the personal property of such Indians upon such reservation, shall be exempt from I I r iiiiir ft I - i ' i v 1 I'll 11 1 1 : v - - "v - .' t 1 Ik a. Thus the price to be paid by the Iraction Company for the franchise will be tMO a year for tbe flrsl Ore year, 700 a year for the next five years, 1 1, 000 for the third five years, f 1,700 for the fourth live years and 1 2,000 for the laat five A Washington correspondent to the Portland Oregouian, under date of February IS, writes- "President Roosevelt today completely over turned the Ultchcock-Wynne Moody policy of miking no more Federal appointments in Oregon until after the land fraud trials, and went to the extreme of Inviting Senator i'ul ton to submit recommendations whenever any Federal office in the state shall become vucaut from any cause whatever. The first thing this morning Mr, Fulton went to the White House to ascertain whether or not the policy adopted by the three Cabinet officers had received executive approval. President R xevelt said he had not even heard of the plan, and was sur prised that such steps had been taken by members of nis Cabinet. He very promptly declared thai he would not stand for such a policy and would so advise the parties to the agreement. President Roosevelt look occasion to express his complete confidence in Senator Fulton and to say that, In his opinion, the refusal to muke any appointments while the trials are pending would be to off r an affront to the Junior senator. The fact that three members of the delegation are under indictment, he said, was no reason why the fourth member should be deprived of his right to fill vacant offices, and he particularly Invited Mr. Fulton to come to him direct when he desired to have any appointments made, and he would give his recommendations his er cnal attention and approval. Mention was made of the district attorneyship. Mr. Fulton agned with the Prvaident that it would be Inexpedient to make any a point ment to that office at this time, and nothing will le done until afb r the trial of John Had. Trunin-.
