A careful examination should further be made of all existing re serves, with a view to the elimination ol the agricultural lands and of the open gracing lards, which have been erroneously included In t uch reserves. The recent withdrawal of 1,600,000 acres In Southwestern Oregon, em bracing portions of Josephine, Doug las, Coos and Curry counties, as at present described, should be at once revoked, not only because of the humid atmosphere which pervades much of that region, with the rapid tree growth and natural reproduction of the forest, but because of the great area within the withdrawal limits now settled and owned and utilized for farming, grazing, mining and lumbering purposes, as well as other portions still vacant, agricultural and grazing lands suitable for homes. A further objection exists to this with drawal In the opportunity it affords the owners of worthless granted or other lands of which there are large quantitlties to exchange the same in case of a reserve for valuable lands ai ill vacaut and desirable for settle ment and entry in other portiona ol our state. To these objections should be added the recently expressed protest of the people residing within the withdraw al limits, and that from the communi ties, county authorities and bjards of trade contiguous to the withdrawal and affected by It. To 'successfully maintain a lorest reserve there should - exist a cordial o -operation and ap proval as between these classes and the General Government. It Is to be hoped that for the fut ure no reserves be created, either In this or any other state, until the au thorities of the slate shall bo first notified of such Intention and a time given for the submission of objections if any exlt, to such proposed reserve. The people directly interested in the upbuilding and advancement of a state, and who best know how far the inclusion of large portions of their stttte in a reserve will either aid or retard the geoeral welfare, should be entitled to this deference. Ht-ferring to the belief expressed by some that in the lorraation of re serves illegitimate advantage has been extended speculators and graf ters iu the divulging by officials in laud bureau or department of Intend ed withdrawals or reservations, thus permitting special and manifestly un fair opportunities, I should prefer to believe that no such advantage has U'on had, but rather that the confid ence acquired as to a probabla with drawal or reserve Is based upon the public preliminary examinations made In the AVId by government agents who visit the forest area with a view of d termlnlng withdrawal shall be recommended, and who often indicate to people in the community nearby the intention to report favor ably for a reserve. Speculators are quick to act in ad vance upon auch assurances, especial ly when it Is understood that the re commendation of gf ological survey or a special agent's report is general ly concurred In by those who direct the withdrawal or reserve. The de partment is remote from the forest area and Is necessarily guided by the report of its own subordinates.
