Of course one can always sell the tract, but the purchaser teat once " confronted with the choice, An attempt has been made by former legislatures to create transpor tat ion facilities by granting com p wilt's exclusive privilege on the small streams in consideration that they improve them by cleariug them of obstructions, but the proposedjlaws have been so unwisely drawn that the end desired could not be realized The companies have failed la-cause they have been grasping. It now seems that the streams will have to be abandoned, for confiicllr.g Interests are establishing so rapidly and are hq powerful that thry are able to dictate legislation. Other afe guards were thrown about the measure so that the small loggei would bo able to get his timber out of the mountains promptly and at a reasonable price. The House readily passed the bill, but in the senate the professional lobbyist was met. A Portland newspaper was hired to cry "wolfe," It did its wofk well. The terrors of rich . corporations were pictured. "Private speculator tax timber owneis 2.l,OtH),C00," "Force small owners to sell to bi ones," "Control of timber industry fur 60 . years to clique of speculator." Tiieso head-lines had their eiTett, senators missed seeing that it Is a big rail mad corporation afttr a little '"Bgli'g company. Tho senate com mittee reported many amendments, among others exempting the Clacka mas and theTuitlitin rivers and their tributaries from the operations of the act. ' The interest that . would close up the Clackamas is the big 'Oregon Water Tower wid Kailwny .Company," and tli "do, in I lie j tnringer," . on .the Titulilin U the "Oregon btrel and Iron Company," a company that will not work the mines itself or allow other". There Is a proposition considering of patting in a big mill on Dairy Creek at or near the long bridge. The Company wants some guarantee that when the creek is cleared, they can use if. Whether the Investment will be made if the bill now before the legis lature fails is yet undecided. Future Legislatures must therefore supplement this first appropriation, if the portage- aud docks are to be completed. "And supposing the portage is fi nally constructed, what good will.it do? Only the farmers and towns people living immediately aloug the river will bo beneflittd, as it will not pay to ship w heat by rail to the river from a ditance of -0 miles. The O. ft A N. Co. in the meantime will pull id- every town and valley where business offers, and tliere will be little for this portage to do. I don't think the LegUlsture accomp lished much in providing for that appropriation further than to add more to our state taxes. "After the portsge is built it will stdl cost considerable to maintain H whether there is anything for it to do or not. This cost must come out of the state also and so the whole nusiness will become an elephant, which the taxpayers of Oregon will have to support." Mr. llepp' er is not the only man that sees the matter iu an unfortu nate light.
