itiative and referendum amendment
to the conatitotlon. The demand
for this legislation U the claim that
if enacted before the officer elect are
worn in, there will be a caving of
1:200,000 lea the cost of the special
section, which la put at $1000 per
day. The amnion would last from
ten "o fifteen day wherefore ucb
special sesalon would coat about
$13,000. The Journal doea not point
out the Item that would go to make
up the $00,00), And the Indepen
dent doea Dot believe any such sav
ing can he made. The proportion
to put the officials ou flat salary la
a good oue and should be adopted,
but It doea not mean that the gover
nor will get leea money than now
paid. No one supposes tlint it
would be just to pay the governor no
more than $1600. That aum may
have been sufficient 44 years ago
when we were few Id number and
the business of the office trivial in
amount. Even the secretary o(
state would get more from the state
treasury under a flat salary than is
now paid to blm. What that officer
gets more than the $1500 cornea from
fees paid by wealthy corporations
who are beat able to contribute. No
doubt (here is a little leekage here
since the state pays the cleric hire
that (terforms the work for these
ou'slde parties. If that outride work
were n6t done fewer clerks would be
needed, and if done the emolument
should pay clerk hire and not the
state. How much these fees amount
to cannot be known but It is not be
lieved that the sum even aproxi
mates to $200,000. In the state
printer's office, where it is claimed
that a great savlnir is possible, the
annual estimate for the past two
year was $36,000. If all of (his
were saved It would not amount to
a fourth of $200,000. In truth the
state printer does not get a very
great salary since he pays for his la
bor at the highest wages demanded
by the printer's union. The office Is
a union offiae. A saving can be
made In the printing office and the
way to do it is for the legislature to
order less work done. The printer
Is on the fte system and get paid
for what he doea.
The laws paying the officers more
than the constitutional allowance are
acts passed by the legislature and van
be reealed at auy time. The regu
lar session ran do that as well as a
special session. The constitutional ob
jection to the repeal of such or the
enactment of any law la removed by
the initiative and referendum amend
ment. The necessity for an extra
session doea not exist.

Yesterday wast the 101t anni
versary of the birth of Brlgham
Young, bat a the 1st of June came
on Sunday, and the "Mutual Im
provement" conference being la tea
sion, the celebration was not held
until today.
Ilia family, defendant and friend
honored hi memory by having
J reunion at Saltair. The statute of
! President Youbir at the head of
Malu atreet, waa beautifully deco
rated with evergreen, flowers, col
ored light and flag. He!d'a band
assembled around it la the atoralng
and played favorite a'r of the leader
of the Mormon people. While this
was going on the veteran artillery
men of Nauvou Legion took two
cutis to Capitol Hill north of the
city, and fired a salute of forty-seven
gun.
The special feature of the day was
the reunion at 8tlUlr. SUtalr pa
villion 1 a pleasure resort about
eighteen mite weat of the 'city oo
Great Salt Like. Traiua went out
bout six time during the day.
The o mntry thro which one paa
sea to reach Haltalr 1 dry and barren,
the principal product being sage
brush. Very little of It la under
cultivation.
The Jordan Uiver, which ia tilled
with ijuicksand aad whirlpools in
plauee, la a narrow, dirty lookiifg
little stream, hardly worthy of the
name river, and waa crossed before
cue had time to more than take one
hasty look.
The pavllliou, which was built, or
rather finished, June 1, 181)3, ia of
Moorish architecture and was built
at a cost of $300,000. It rests secure
ly on 2,500 piles, and when first
erected was 4000 feet from shore, but
the waters of the lake have been re
ceding so rapidly of late year that

where hundred can eat lunch at one
time, and many other minor attrac
tion. Those who are so iuciined
can climb to the top of the pavillion
and there obtaio a flue view of Great
Salt Laae,the lland audtheOuulrrh
mouulaiua. Or if . they are tired
constitutionally, they uiay wauder
out ou the wings and gaze down In
to the lake or watch the seagull
which circle about the pavllliou.
Today a special program was rend
ered. Three of Brlgham Young's
wive were present besides 300 or
more of hi deceudauts. When first
going on the ' aecoud floor all
grabbed a cltelr and pushed it along
ou the waxed floor until they reach
ed tho authorities of tho church,
when they (topped. Everyoue waa
comfortable when It was auuouuced
that all were to gather 'round the
orchestra stauj, which was at the
south end. Joseph K. Smith, the
present head of the church, was the
first speaker, lie paid many glow
ing tribute to the departed presi
dent. U. II. lloberts delivered au
oration. He was a little handicap
ped by hi introduction. U. Young,
on of Urigham Young, Sr., intro
duced him. After describing the
many way in which he resembled

down quickly but left the west all

in the lake were mistv and blue, and
long shadows rested on the still witt
er of the lake.
