There are twi reneral plans for
national taxation laying dutlea on

an eclae tax on domestic produc
tions. These systems approach very
near to each other as some points,
ad we In America are quite familiar
with both sides. The tariff In post
has Its best' illustration in the United
BUtes. while the excise law is em
ployed In England. We had both
during th Rebellion In 1861-6, and
during the Spanish war,
The American idea Is to employ a
system of duties that is least burden,
some to the people and one that will
protect home Industries. The Eng
lish system of excise taxation la laid
to produce the greatest revenue re
gardless of protection or weight of
burden to be borne by the people.
For producing revenue, a few stand
ard artlck a are taken, apirito and to
bacco In both countries, to which
Englands adds tea, sugar, coffee and
some other articles most used by the
mass of the people. The United
States keeps it off those articles,
electing rather to put a duty on im
ports that come in competition with
home product), raw or finished.
Thus coffee and tea are on the free
list, though a war tax of 10 cents per
pound, pure excise tax, is on tea.
Sugar, If it were not a product of the
United States as cane or beet, would
be on the free list with coffee and tea.
In practl'W It Is found that the price
on dutiable articles Is regulated by
domestic grown or made goods.
'Thus it Is truly declared that the
foreigner paya the tax. The declara
tion is verified in the Item of sugar.

leaving him no profit. Wherefore
. the Cuban planter wanls the duty
removed from his sugar, but not
from that of any other foreigner,
lie wants the present price to be
maintained In the United Slates.
On the other hand, the tax collected
on tea. an article that has no domes-
' tic competition, Is paid by the con
aumer, and the price of tea went up
10 cents per pound In 1808, when
the war tax waa laid. Hence now.
when It la proposed to repeal the
tax, the law directs that It shall not
be removed till Jan. 1, 1903, for, If it
waa taken off now, the price would
drop and those merchant who have
atock on hand upon which the tax
has been paid would lose money,
By allowing the law to take effect so
far ahead merchants may work off
the stock now In store.

during the Spanish war. It Is op
posed by the commercial East and
favored by the producing West. The
East would reduce the national rev
enue by repealing the Dlngley tariff.

of taxation and place It upon the pro-
producers. They are short-sighted.,
If all goods are Imported, then th
toiling masses of this country will be
deprived of the homo market. The

which to buy, or pay excise tax.
But England paya her taxes. True.
But England, up to this time at
least, has had a foreign market. If
import duties are removed here to
let England Into our market we will
find ourselves In straits, for If Eng
land can take our home market she
