saddle a burden on to ourselves that
we could not bear. The New York

boys. It tends to take them from

them there. The ideal city and
neighborhood Is the one where its
citizens, its boys and girls are at
home evenings. It may be urged
that home staying demands private
libraries and that there is a class or
books, such as technical treaties
and volumes of reference, so expen
slve that but few Individuals can
have them. That very fact however
seems to the Independent lo be a
sufficient reason why small home li
braries and home reading should be
encouraged. If a boy with a thirst
for information has occasion to search
a reference authority, he can always
g t accses to his neighbors books and
while waiting for the opportunity be
will be . thinking of hla subject.
When the reference is consulted the
thinking procet goes on so that the
subject is fastened in the mind firmer
than would be the case were the re
ference book at his elbow. It is
thinking that is the valuable factor
in mind discipline.
Carnegie's method of giving never
produces direct revenue to the bene
ficiary. In that it is different from
what Dr. Pearson of Chicago disbur
ses to colleges. The doctor stipulates
that his bequests must be matched
by othora of twice the sum when the
whole is to be invested in some in
terest bearing thing and the income
used for the ordinary expenses of the
school. After the first appropria
tions are caned, the outlay stops, not
so the largess of Mr Carnegie. From
which It is concluded that Hillshoro
could not accept a gift of 2000 or
any other sum with Mr. CarnegieVs
conditions. '
Aguinaldo by a few days imprison
ment has been convinced that he was
waring against a good government,

the committee on counties. Repre
sentative Merrill f'om Columbia
county studied the change which

and gave them to Washington, lie

eleven sections signed a petition for
the change. The reason was It is 40
miles to St. Helens, the county seat,
