ruary 1899, the law regulating I tie
loan of the Irreducible school fund
wu amended ao as to permit money
to be put out at 6 per cent interest,
wbereaa the rale before that time
bad been 8 per cent. The act of Feb,
17 1899, (tension laws, page 70, 1
provides that loans made before that
date, which loans were drawing 8
per cent Interest might be replaced
by a 8 per cent loan, upon the pay
nient of all arrearages of interest ami
one-fourth of the principal.
The law regulating the Bale ol
choot laud was amended by provid
ing that a purchaser who had before
that lime bought school land by in
stall uieu la, might have the interest
charge reduced from 8 to 6 iercent
by payiug all arrearages and two
tbiidaof the purchase price leaving
one-third yet due to draw the lower
per cent.

requires good security, but private
money loaners snap all such oppor
tunities, hence the cotters at Kalem
re full, and no interest for distribu
tion to the school fund is accumulat
ing.
Would It not be better to allow ail
mortgagors to replace their loan at 6
per cent even if no part of the princi
pal is paid? It is claimed that there
are good loans and bad ones. If bad
will they not remain bad, whereas if
the rate u lowered, it may lie possi
ble lor the poor hot rower to accumu
late for a sinking fund, and the good
borrower will keep all tho money at
6 per cent instead of paying into
the treasury to become dead capital.

The House of Represebtatives had
a comedy performed as a feature of
Its usually sober business, when,
about ten days ago, Itepreaentative
Cushman, who halls from Tacoma,
assailed the River and Harbor com
mit tee for partiality to Its own nieiii
ben and claimed that Oregon reprc
sented on that committee by Mr.
Tongue has 82,340,500 in the present
bill while Washington has only 1130,.
000. Mr. Cushman h;is the vein of
comedy so well developed that lie
was able to amuse the II,ue for his
hour, and relieve their nitwit, or
tension as well as their minds of car.
No one cared whether his assertions
were truth, and he cared least ot all.
He had his hour and it proved a
laxative for the sober affairs of legis
lation. TbeOregonian comes to hand with
telegraphic report of this upeech, and
asserts that "all the contention of
Mr. Cushman was well proved." If
this was meant in the same "cam-

The falsity of his statements was
shown by Ucn. Orosvenor, but Mr
Tongue prepared himself and made
a complete refutation of all his state
ments regarding Oregon, and com
ma.ided respect as well as attention
and applause when his point were
well made. The matter so interests
our slate that 1 will try to cover the
mail, points of his speech as well as
your space will allow.
Mr. Cushman charged that great
appropriations bad been made "at
the mouth of the river, between the
city of 1'ortlaud aud the mouth of
the Columbia." Pointing to hi
chart, he said; "This table will show
that the amount hitherto appropriat
ed for the mouth of the Columbia
equuls 3,325,GS(I. The Increased
amount proposed by this bill for the
mouth of the Columbia is 81,900,000,
Which will make (4,125,680 besides
the gigantic fcuni 81,330,600 iu addi
tion that has been spent ou the Wil
lamette aud Columbia betweeu Port
laud aud the mouth of the Columbia.
This makes a total, including the
amount proposed In this bill, of to,
tuo.lHu that bus beeu and will be ex
pended, most'y for the bem fit of one
city, the city of Portland.
Mr. Tongue proceeded to show that
appropriations for the Columbia
should, and do, interest Washington
lis much as "Oregon, as that river
I'oiUis tho boundary for five-sevenths
of the distance aud that the rest of
lht) Columbia devtlops the richest
w heat diftiicis of eastern Washing
ton aud Idaho, with its tributary the
K.mke. The main flow of the Snake
lies through the richest w heat field-'
of Washington, and all improvements
projected for the lower Columbia will
had to ultimate development of the
navigable waters above; that the
Columbia is the natural outlet for the
products of the Inland Emp re, as
soon as the upper waters can be Im
proved, which will greatly benefit
producers, who can not afford to pay
railroad transportation over the Cm
cade mountains to Pugot Hound.
It may have surprised gentlemen
In congress to know that the naviga
ble waters of the Columbia and tri
butaries develop far more of the
wheat fields of Washington and
Idaho than of Oregon, as the greater
part of Eastern On gou lies remote
from navigable waters, and can lie at
the present only made available as
pasture laud. The 8,000,000 bushels
of I tin he's w heat crop goes to market
via the Columbia. One of the Wash
ington delegation says: "The upper
part of the Columbia and Its sister
streams, the Snake and Clearwater
drain a rich and mighty Inland em
pi re that this year produced some
thing like 30,000,000 bushels of
wheat.
There seems to lie only one of the
Waahiugton delegation who is ini
mical (o the improvement of the
Columbia, (Senator Foster writes the
Portland Chamber of Commerce. "I

dial attention to this Important pro
.jVtt, which has to do with one of the
great water ways of our country."
Similar expressions comes from th
gentleman who represents eastern
Washington, w ho says: "The whole
delegation is Interested in this and
will co-operate with the Oregon and
Idaho delegation. Our main ro
lainco, however, Is Mr. Tongue, who
is a meintier of tho committee."
Therefore It s-ems to be only Mr,
Cushman, of Tacoma, who misrepre
sents the motives of Oregon and the
acts of the River and Harbor com-
mitt', or Tacoma vs Portland.
This shows the reckless nature Of
Mr. Cushman, or his want of ability
to use facts. Mr. Tongue shows that
instead of costing .",0(0,(H) as Cush
man asserts, the improvements at
the entrance of the Columbia have
cost but little over 83,000,000. Mr.
Cushman assorts that, "when they
slatted iu they I a I 31 feet of water,
after spending three quarters of a
million, they had another sounding,
and then they had 28 feet of water,
then they sj eut a million and three
quarters more and now they have 24
fret of water. How much will we
have when we have spent 8-3,000,000
more. '

the river has been made safe as any
on the coa-t of America.
It seems thht much of former ap
propristions made for Washington
yet remain for use and the sum ap
propriated the preiit year i enough J
to com pit te peuding work, all that is
needed. Mr. Cushman iguoree that
83,000,000 speut for locks and the ca
nal at the Cascaded, was as much for
Washington a for Oregon, or that
bis state is interested iu ibe improve
ments at The Dalles and Celilo, he
charges all these up against Oregon,
as well as the jetties at the moulb of
the Columbia. We need uo further
to prove that Mr. Tongue baa fully
sustained the Interests of Oregon.
Though no comedian, be turned the
laugh on Cushman aud made numer
good hits.
What is needed, and should have,
is go -xl feeling ana harmony between
all the delegations representing the
Picitlc Northwest, and that all work
together for mutu il interests.

Not a few persons express an opin
ion that kidnaping should la? punish
able with death. If, however, kid
napers can avoid the d ath penalty
ss successfully as murderers, this
would have no terror for them. But
there 1 no reason why the On gou
legislature should not enact a law ex
tremely severe upon the culprits, as
somo of the states are remodeling
their laws in this respect. If the
suite legislators think the death sen
tence too severe, then let them fall
back upou the best remedy of nil,
that ot whipping tho kidnapers w ith
a cat-o'-niue tails at a public exhibi
tion. We do not want to be consi
dered inhuman, but the cruelty with
which crime is being committed Jus
tifies extreme measures. It would
not be a bad plan to serve safe crack
ers, footpads, train robbers, house-
breakers, highwaymen and the gang
of loughs who infost Oregon from
time to time with that treatment.
One thing is certain, If Oregon had
such a law that element would consi
der It prudent to keep away from
this state) for besides the excruciat
ing pain of a flogging, there lithe
humiliation and the groans of the
victim a the lash Is laid on as a
warning to others. And It is a good
one, for although the criminal class
may not witness it, a graphic des
cription of the flogging in the news
paer8 is sufficient to make the tough
est character put on his considering
cap before running the risk of under
going such an ordeal. This is our
remely for the above class of crimi

asked If after he had become an offi

This representative of the West
Point chivalry that Is educated ul
public exense, and esteems it an
honor to brutally beat an unsophis
ticated freshman cadet who is select
ed for punishment because he Is phy
sically unable to retaliate in kind,
made this impudent answer: If the
provocation occurred in well defined
terror, I would not violate my oath,
but would resign and send or accept
a challenge, in the event that I could
not meet and shoot my man on sight.

through Oregon, we might have less
to pat ourselves on the hack about."

gonian of that date, Cushman, o
Washington, made a sp."ech in con
gress in opposition to the River and
Harbor bill, in which he severely
criticised the appropriation secured
by Mr. Tongue for tho Columbia
river. This was sufficient to show
the opleof this state to whom it
will be necessary for them to look
for improvement of the Columbia,
and the Oregonian made restitution
by saying: "Representative Tongue
gave a good account of himself Mon-
dny In Ms answer to Cushman, of
Washington, and rt fleeted credit o.i
his iii-trict and slate. His most sig
nal service, however, was in relink
ing the mean-spirit! opposition in
the river and harbor work. Fe
men in congress are more cspahle in
debate than is Mr. Tongue, si d as
he had right on his side, his effort
was uot only creditable, but effec
