"Open Door," Secretary Hay does
not, by the open door, propose to dic
tate to Chiua, but to make an agree
ment with the other commercial
natious who propose to trade with
China. Mr. Hay recognizee the sov
ereignty of China in his negotiations.
Note the paragraph touching the tar
iff fouud in the note to England:
"That the Chinese treaty tarifl of
the time being shall apply to all
merchandise landed or shipped to all
such ports as are in such 'spheres of
interest' (unless they be 'free ports'
no matter to what nationality It may
belong, and that duties so leviable
shall he collected by the Chinese
government."
This paragraph in substance, If not
iu identical words, was In the note
sent to the other nations Russia

The "Open Door" policy does not
touch the tariff regulations of any
couutry, but rather recognises those
regulations. The "Open Door" was
not made with China, but with the
other nations.
This was the condition of thing in
China last spring. England had al
ready obtained a foot-hold in China
al Hong Kong. That city and some
country around is an English colony
France bad some interest in China,
Uermany and Russia, and Italy and
Japan were seeking slices of territory
Indeed Russia had Port Arthur. To
ease conscience, those nations applied
the term "Spheres of Interest"
to
such slices. Mr. Hay saw that at the
rate things were going it would not
be long before the United States
would have to obtain a "slice," or be
shut out from tbe commerce of
China. We did not want to "ex
pnnd" into China, but Mr. Hay did
waut to preserve the right to trade
there on the same terms a the "most
lavored nation." Hence he forma
lated the "Open Door" policy and
asked, not China but outside nations,
to agree to modify their "Sphere of
Interest" so as to permit all nations
to trape on equal terms. The "Open
Door" does not mean free trade. All
nations trade with us on equal terms.

land are open doors to all nations.
So is Manila. We maiutala the
open door in Manila, aa the elderly
lady said: The Philippines is a hot
country and we are glad to let the
door stand open.
One other thing regarding Manila,
We will probably extend our coast
ing laws to the Philippines, that la
trade between the continental and
Inaular ports of the United States
will be free. In that case Spanish
.merchandise carried in American or
Spaninh ships will be admitted into
Filipino ports free of duty for ten
years. Hut that will not upnet our
tarifl laws.
iSo other nation can ask tbe same
privilege by reason of the "most fa
vored nation" clause that is inserted
in modem treaties. Our title to tho
Philippines is, in part at least, by
purchase and this ten years' importa
tion coneetwion is a part of the pur
cha-m price. It is not in the nature
of a "favored nation" clause, hence in
noway does it effect our tariff laws.
The doctrine of "purchase price"
Is well understood in Oregon, and is
recognized to have privileges attached
to it not possessed by any other
transaction.
Summing up then, tbe "Open
Door" is not an agreement with
China, but with other nations by
which they all agree to apek no ad
vantages the one over the other,
The sovereignty of China la recog
nised. She may lay any duty she
aces fit and we will pay it and so en
gage the other nations. Open Door
does not mean free trade in the Phil
tppinea. And free trade in the Phil
ippines for ten yean la a part of the
purchase price and does not gi
England or Germany the privilege of
free trade there any more than pay
ing Spain $20,000,000 does. Tbe

Door" than would be the case If

PRIMARY REFORM.

Let us not hurry into something that
is worse than the old form. What is

the ballots are not. If in counting
the ballots the board finds the elec
tion is going for its list of delegates

great opportunity for fraud and there
are men who will engage in cheating
the will of the people especially
when they are 'not serving under
oath.
The primary reform law that has
been partially described shows a de
fect in that democrats may vote to
nominate an obnoxious, unfit repub
lican candidate, knowing that he is
easiest beaten at the polls by their
own democratic nominee. But says
one, republicans can play that same
game. They can. And then we will
have two worst men of the parties
running fr office instead of two best
Mr. Bingham a scientific politician
of Portland proposes to write a pri
mary law. He claims to have writ
ten our Australian ballot law, but it
is not well done, that is the ballot in
several of the eastern states is better
than ours. Bingham is so scientific
that he leaves a loophole for the prac
tical political boss to work his graft
If a primary law can be written
that will Insure the honest count of
the votes cast and will prevent cross
voting, that is republican voting to
nominate a democrat, and democrat
voting to nominate a republican and
one that will iuduee all the electors
to attend the primary election, then
the I Jl dependent will be enthusias
tic in its support.

In the foul states Colorado, Wyom
ing, Utah and Idaho, where women
have the full right of suffrage, there
was a decided increase in the woman
vole. All these states were carried
by Bryan lour years ago. Two gae

no division is apparent in the four
sides along sex lines. But there are
a few Incidental features of special in
terest. The democratic candidate for

themselves of last summer, followed
by the generosity of Yale and the
probable cooperation of other colleges
In tiie same work, ought to be influ
ential in teaching the Spanish speak
ing people, who are not uunaturally
suspicious of those they do not under
stand, that Americans are sincerely
desirous to help them unselfishly in
the path of progress and civilisation.
One of the best possible steps in
the solution of the Philippine prob
lem would ho the education of a
group of Filipino boys iu every col
lege of this country. They would be
a bond of sympathy and confidence
now, and in the future would become
uioi-t effective missionaries ol Im
provement and Americanization.
The Filipinos are a bright people,
with some Japanese traits. If their
youth sent here to learn should show
the Japanese adaptability and recep
tivity they might transform the Phi
lippine Islands and make them a cen
tre of Western civilization. At any
rate, the training of Filipinos here
would give us a body of Intelligent
natives, in sympathy with American
life, who would he most useful as
assistnants in our administration
there and as lerders ot their own

guest of the Union League Club,
having been invited to attend the
Founders' Day banquet of that or

sons. President McKinley, in his

tioned endorsement of the gold stan
dard, industrial independence, broad
er markets, commercial expansion,
reciprocal trade, the open door in
China, the inviolability of the public
faith, the independence and authority
of the judiciary, and peace and a be
neflcient government under Ameri
can sovereignty in the Philippines.

of a righteous war and tie treaty of
