In practice telephone engineers
find that there is a distance limit to
the rfcct working of a telephone
wire. Short lines work Isrtter than
long ones and w hile great improve
ments have been introduced such a
thins as talking from Portland to
Chicago is not undertaken. Indeed
there is a distance limit to rapid work
on the t hgraph line. The speed
over the Atlantic cable, tho It be er
feclly insulated, is very much slower
than from Portland to San Francisco.
To understand this, realiiw that elec
trical energy over conductors Is by
wave motions. That is the theory,
and it so accords with the working
fait that it ia adopted as true. One

no wave. A pebble dropped into a

performed according to his mathe
matical formulas show a remarkable
coincidence with pure theory. P -pins

other stone into the pond a hundred
fut from the first just at the right
instant to raise a new wave form so
that it will coincide with the first
one as it reaches that point. The re
inforced wave continues its run not
with Increased speed but with great
er volume. Commercially this dis
covery of Pupin's will lengthen the
line of practical telephony, and In
crease the speed by which messages
can lie transmitted over long tele
graph line-i or cable.

this wholesime defeat of polygamy

enactment of the exclusive gold
standard. Here again men doubted
if a republican congress would be
equal to It convictions. It was poli
tical expediency called for delay and
a temporlxlog policy on the currency
principle and right demanded action.
The statute enacted went further
than any tine anticipated. It estab
lished the Rold sole standard. It
divided the nolo aud A-cal depart
ments of the treasury. It refunded
the national debt. It widened the
national looking system. It provid
ed for maintaining the gold staudard
in perpetuity, tho Mr. Bryan declares
that, if elected president he will over
turn it, as he undoubtedly would.
No law could protect the gold stan
dard against a hostile president and
hostile secretary of the treasury.
"Carrying out its earliest policy,
the republican jiarty in the congress

The direct loss to the treasury is great.
The indirect gain will be greater.
Nothing has been so profitable to the
United States as a whole as the sili
cy of free land sales to actual settlers.
A policy as liberal was adopted to
ward pensioners, whose aging years
are made easier by the Grand Army
pension act.
'But while these liberal measures
were enacted, no lavish appropria
tions were permitted. River and
haibor appropriations were exclud
ed, tho the eve of a general election
is the usual wesson for a rush of such
local grants Public buildings were
restricted. Various costly schemes,
public and private, general and local,
were either excluded altogether or
fell between the senate and house
passed by only one body. Last!,
the first sound steps were tcken In a
colonial policy. The principle was
established in the face of public cla
mor and partizoi outcry, that the li
mitations of the constitution do not
extend to newly annexed territory.
Hawaii was given its organic law.
Porto Kico was provided with the
largest measurt of self-government
possible and a liberal grant iu aid of
its development. The Philippines
art left for future disposition.

The country will ratifj them at the

prove them. Moreover, the three
men excluded from seats iu the past
session, Messrs. Roberts, Quay, and
Clark, will uot appear for admission

A few days ago a seition of the
Tagal leaders came together to for
mulate a statement embodying the
conditions that they would consider
essential in arranging teims of peace
with our government. Some of trose
chief men were la prison, but Gen.
McArthur released them long enough
to attend the meeting which was
held iu Manila.
Seven paragraphs were formulated
which were accepted by those pre
sent as compatible with aa honorable
K.-ace, and Senor Paterno allowed it
to be understood that Aguinaldo
would lay down his arms aud be
good. The seven conditions read :
. First Amnesty.
Second The return by the Am
ericans to the Filipinos of confisca
ted proiierty.
Third Employment of the revo
lutionary generals In the navy and
militia when established.
Fourth The application of the Fi
lipino revenues to succor needy Fili
pino soldiers.
Fifth A guarantee to the Filipino
of the exercise of personal rights ac
corded to Americans by their con
stitution. Sixth K-tablishment of civil gov
ernments at Manila and in the pro
vinces. Seventh Expulsion of the friars.

same day by the presidents procla
mation of amnesty, though net in
