The Forto Rico tariff till passed
the house last Wednesday by a vote
of 172 to 161. Bis republican voted

committee be changed his views and
the committee reported the bill ex
tending toe tHngley tariff law over
Porto Klco except as to commerce
between the continental porta and
the Island. That trad waa to be
taxed a duty of only 25 per cent of
the Dingley law. That la sugar and
tobacco Imported from Porto Rico
was to be admitted to the continental
ports on the payment of 25 per cent
of the duty collected on the same
articles imported from foreign
countries. On machinery and mer
chandise carried from a continental
port to Porto Hico only 25 percent of
the duty collected from the same
classiof goods coming from England
was to be charged. The money col
lected In Porto Rico was to go iuto
the treasury for the benefit of the
Island. Also all moneys collet-ted un
Porto imports at a continental port,
New York for instance, was to be
sent back to Porto Rico for the local
treasury. Not a c nt goes into the
tressury of the general government.
Money in the Porto Hican treasury
is to be used for maintaining peace
and good order, for building school
houses and constructing roads.
Opposition to the plan at once de
veloped, the constitutional question
being most pesistently urged. It is
claimed that the constitution will
allow no taxes to be levied on Inter
etate commerce and while Porto
Rico is not a state politically it is for
the purpose iwi trade. The opposition
was so strong that the ways and
means committee consented to a
modi ileal ioo of the bill. The meas
ure as it Ana ly passed levies a tariff
of 15 per cent of the Dingley tarifl
on inter-commerce and expires by
limitation in two years.
As Anally was made to appear, the
law is not one of principal but one of
expediency. The island has but
three sources of r venue, tobacco,
sugar and coffee. The latter is free
the Dingley tariff placing it on the
free list. In 18s, the Island was
devastated dy war so that the crop
wss very small. When the Island
was ceded to America It became for
eign to Bpaln, and the Rpanisb
tariff became prohibitive to the
exports through the old channels.
Ho much of the 1898 coffee crop re
mained unsold. It was temporarily
stored In light structures through-out
the island to be ruined by the great
storm of 1899. That storm also des
troyed the growing coffee crop of that
year which waa Just ready for har
vest. The inhabitants were reduced
to beggary and even worse for bun
dreds perished. The population
seems to he utterly unable to pay a
local tax such as we in Oregon im
pose upon ourselves. There was
left one of two things to do; drift
back into Alth and savagery, or lay
duties on imports and exports and
improve. There Is another thing
that was proposed, borrow money
on the bonds of the island. This the
committee would not listen to. The
island is out of debt oow and the
ways and means committee will not
consent going in debt now when it
can be avoided.
The opposition declares that the
same conditions prevailed in Porto
Uieo when the president wrote his
messsge and when Mr. Payne Intro
duced his free traJe bill and that the
change of front wss the result of the

ufacturer and the tobacco farmers of
