A bill is before the legislature for
bidding school districts to insure
school bouses with the fire-insurance
companies. It provides that when a
school house burns, a certain per cent
of the loss shall be paid from the in
terest arristng from the Irreducible
school fund before It Is apportioned
to the counties. This Is a great in'
novation and now it is not favored
by the Independent. It is not tbe
provluce of the state to go Into the
insurance business. It is better that
districts care for themselves just as it
is better for individuals, to do so. It
really seems out of place for a little
district over on the mountainside Jto
be compelled to pay for the rebuild'
ing of one of (Portland's big school
houses that cost toO.OOO or $75,000.
There may be good reasons for adopt
ing the proposed plan, but they do
not appear.
Senator Hoar made an ant-iexpan
sion speech In the Senate this week
which, while it may represent the
thought of Massachusetts, does not
voire the people of America or give
expressions to their aims. We took

The American Indians "consent" at

The expected has happened. The

committee ou tuilUary affairs, define
their position on the proposed In

At th operlng of Hie Citric um
roer school last July senator II wr of
Masaaehusrtt made sn address on
"Americanism and American Hon
or." In th eourno of the address he
maile a short reply to the recent criti
cisms of Profuwor ChHrles Kllot Nor-
ton, of Harvard coll-e, rejjinlint'
the war with Hpaiti. Mr. Hoar spoke
of the reconciliation of north, and
south brought about by the wsr, ami
of the sympathy for the United States
displayed by England, aud expressed
bis gratification at the possibility ef
closer bonds of union with the moth
er country. He asid:
"In strange contrast with these
tokens of respect are a few diseor-
aam ana jarring notes which are
heard at home. I see that Professor
Norton, of Harvard, is quoted as tel
ling the youth of the university : "It
is characteristic of the American
people to be trifling. They have ac
quired the varnish of civilized life,
but their natures have not been re
fined. The Americans are 70,000,000
good-natured people, gifted with a
fatal optimism, and with no serious
thought of the grave duties of life.
They have no fine aen.-e of huuor.
They cannot distinguish between
what Is honest and what is dishonest.
I feel with Horace Walfole that I
could be proud of my country if it
were not for my couutrymon.' Pro
fessor Norton, a little later, gives us
his opinion that the war is unj ist,
dishonest, and advises the young men
who look to him for counsel that it i?
not their duty to enter into it.
'The trouble with Professor Nor
ton, who thinks his countrymen
lacking In a sense of honor, is that
there are two things he cannot In the
least comprehend. He cannot com
prehend his countrymen, aud he can
not comprehend honor. In true
philosophy the sense of honor and the
sense of duty are one. Wordsworth
says that 'honor is but the finer sense
of justice.' There never was a people
on earth, who, In regard to the great
subject of public conduct, were actua
ted by a finer, by a proibunder sense
of duty and a clearer seuse of justice
than tbe people of the United States
in this generation aud at this hour.
"Poor Professor Noitou, 'color
blind and music deal',' at this day
when north and south are coming to
gether, wheu ilotiicr England is

Horace WalpoJe, that ie .n uitl ix-

for his countrymen. Heaven kuou-s
that I do not say this from any de
sire to inllicl pain, Bui it is due to
the youth of this country, it is due to
Harvard, that somebody shsll sny
this. If such utterances are to gc
uureproved from our foreiiumt uuivei-
sity, manhood end courage an l
honor will follow athletics to Yale,
or wiil follow cla siiul Icuruing to the
Km iish Cambridge.
I have just seen a mother who
bas given her first-born son lo this
war. He died before eiaiitiago. Tliu
boy went to West Point Irom under
the roof where I tiweil. The dwell
ing and the grove which shadows it
will be evermore saored and holy for
the presence of that beautiful and
pure shade. The memory of young
Benchley and Grant and Spurr and
Haven is evermore to be one of the
priceless possessions of Worcester.
They will seem forever lo be walking
our streets in their beauty and im
mortal youth. The passing of their
beautiful feet gladdens the pavements
of the streets.
"W hat right has any man to tell
that mother that her son died in a
base cause, or gave up his life for an
unworthy motive? There cau be no
worse lesson, and it is a lesson which
never will be taught In Clark uni ver
ity, than to tell the youth of i:Us
country that their country Is base.
The feeling of dislike an 1 contempt
tor us in England, which the utter
ances of Professor Not ton and men
like him have done so much to foster,
is giving way to a better knowledge.
I do not believe It cau be raised
again by such utterance as these.
The best instruction whie.i the youth
of a country like ours can hnve is its
own history, and tbe be.-t result of
that instruction is a cal to hope and
strive for the best. If any man at
tempt to tarnish or destroy either, if
it be due to ignoranne, it is pit iable;
if it be due to arrogance of conceit, it
is criminal."
