A SPECIAL SESSIOS.
The propriety of railing the state
legislature together in ecial session
ha been broached. Tin object b to
get relief In the matter of public ex
penditures. Ought an extra session
to be held? If any part of the appro
priation bill of the last session can be
repealed without crippling the public
service, or at least enough aaved to
amount to more than the expenses of
the session, then it ought to be held.
So far those who are quoted as urg
ing the step have mentioned the aav
ing that would accrue by withhold
ing from the schools, from the
hospitals and from the railroad com
mission. The Independent thluks
now, as always, that the church hos
pitals and homes ought not to be sup
ported by the state in whole or In
part. The law creating the railroad
commission ought to be amended,
though we need a commission of some
kind. In the light of past experience
the service might be cheapened, and
if so. it ouuht to be done. The
schools ought not to be attacked.
There may be other savings that can
be made. Economy might be prac
dced in the state printing office, in
: he secretary of state's office, aud in
the lighting of publie buildings. A
whole lot of those incandescent lights
about the slate house aud other pub
lie buildings might be disconnected
and thus save the state $9.00 each er
year. That leak is largely under the
control of the cupltol commissioner,
if that board is yet retained. The
greatest saving hinted at is in revis
ing the salaries of tho county officers
The advocates declare that if au at
tack on those salaries is deferred till
1807, the changes cannot be made
effectivo till July, 18i8, whereas, if
amendments are passed before July,
ihey can proierly become effective at
that date.

lem, who said: "I would not have
any confidence in the present legisla
ture cuttiug down expenses in any
way if every member would sign a
written guarantee," is silly, aud don't
deserve the name of business man.
The members of the lost legislature
are fair-minded men. Some of them
are the immediate neighbors of that
"one man," and are resected. Ol
course, the "one man" admits that
his neighbor is honest, but Just over
the river, or across the mountains
lives a legislator who is venal. The
"one man" must remember those so
objectionable In his eyes have near
neighbors whose respect Id enjoyed.
.Several Salem corresiiondenis have
talked In the same vein, but their
criticisms are only evidences of their
owu weakness. The legislature of
1895 Is as fair a lot of men as will
come together lu 1897. They reflect
the sentiments of the people who
chose them.
A twenty-days' extra session will
cost $15,000, or more. If $20,000 can
be saved, It will pay to have an extra
session. aIf $20,000 cannot be saved,
then an extra session should not be
held. A session ought not to be call
ed to see whether or not $20,000
could be .saved. There must be no
experiments.

ed for the purpose of making needed
legislation, and the constitution wise
ly provides that if this is not com
pleted at the regular session, or if an
unexpected emergency shall ari-e
when legislation may be needed, the
governor of the state may call au ex
tra session (if the legislature for the
purpose of giving the relief required.

That the present flnaucial condi
tion can be relieved by legislation is
evident. It Is equally evident that
the regular session of the present leg
islature owningto the contest for U.
S. senator was worse than wasted,
and no relief was given.to the people
of the state.
The bitter feelings engendered in
this unfortunate contest defeated all
efforts for needed legislation, and in
all probability accounts for the ad
journment of the legislature with
practically nothing dono but the elec
tion of a United States senator and
the passage of an appropriation bill
that is an outrage upon the taxpayers
of the state. Every effort to relieve
these tax pay cm was deflated, and I
venture the assertion that no legisla
tive session has been held iu the state
of Oregon that, if we except its selec
tion of a United states .senator has
done so little for the eople thatVlect
ed them. The complaint is general
of the failure to give us much needed
legislation. Let the governor call an
extra session to do the work neglect
ed to le done, and that tho condition
of the taxpayers at the present time
will not admit of being delayed, and
more relief can, and I believe, will be
given than will Iw posiblo at the
next regular session, bete the de
moralization of another senatorial
coLtest will lie again felt.

As legislative action looking to the
rt duct ion of salaries and fees of coun
ty and state officers, if enacted at an
extra session, would take effect as
early as July next, the saving upon
these items alone for the next two
years would be ten times the amount
of the expense of the session.
The repeal of the otj actional fea
tures of the general appropriation act
would greatly reduce the amount of
the state tax. The irepeal or the
amendment of the laws providing for
com missions to waste the hard-earned
money of the taxpayers of the
state would stop another leak in the
treasury, which, but for the confusion
connected with the senatorial fight,
would bave been done at the regular
session.
The present salaries and fees of of
fleers were fixed In flush times, and
were extravagant then. Under the
present changed circumstances they
are but little better than legalized
robbery. While the ability to satisfy
the taxgatberer depends uion the
sacrifice of property at one-half its
usual value, aalariea and fees of of
ficers are on the rates of prosperous
times. Reductions In salaries and
fees cannot have effect during the
terms of office held at time such re
ductions are made, and this Is a good
reason that a special session should
be held, to that reductions would ef
fect salaries of all officers elected at
the next general election. This will
give the people the benefit of such
proposed changes, in the laws two
years earlier than if made by the next
legislature. This if nothing el-e
would Justify the governor in calling
the legislature together at an early
day. The members have heard from
the voters in no uncertain voice al
ready, and I feel well assured that
the call would be met by them in
such a manner that reform would be
the order of the day. Let us hope
that the dread of needed reform may
not prevent them from tiaviug a
chance to show the people that their
election after all waa not altogether a
mistake.
Governor Lord has an opportunity
that rarely occurs to place himself in
the list of benefactors to the suffering
people who have placed him In the
high and responsible position that he
occupies. Let them satisfy him as to
their wishe in this matter, aud I
believe these wishes will be respected
will receive that consideration that
the subject requires, and a special
session will be called.
Taxpayer.
Our government ought to establish
its authority sufficiently In Transvaal
so that it will not be compelled to
ask England to protect individual
Americans who may be there.
It Is possible that "the Oregonian
has no friends," and it may be that
it "cannot possibly have any," but
the Independent acknowledges its
desire to have friendi, scores of them
the more the better. Grant friends
rather than enemies.
Rev. Dr. Wallace, of Portland,
speculated In mining stocks. He
bought on a rising market and tried
to sell on a falling market. Then he
squealed. The Dr. has enough nerve
In his pulpit, but on the street he U

It Is evident that the Venezuelan
commission does not propose to do
Its work hurriedly4 and this policy
will be approved by. the country.
The Issues Involved are of vital im
portance, and should be considered
in a deliberate and painstaking way,
with a view to arriving at a conclu
sion that the government can safely
stand upon, even to the extent of
going to war for Its maintenance.
In 1861 the bankers of New
York and the other big cities freely
poured out treasure fur tho mainten
ance of the government. Then men
culled the act "patriotism." The
same spirit is yet abroad, and when
occasion presents is disclosed to the
country. A case in point Is that of
President St. John, of the Mercantile
National Bank, of New York City,
who had $."00,000 in gold deposited
with the United States sub-treasury
the other day and took in exchange
the same amount In Greenbacks.
When questioned concerning the
transaction he -remarked: "When
the notes of this government are not
just as good as gold this bank will go
out of business."

complaining of rheumatism for the
last week or two.

turned from Oswego, where they
have been visiting sick relatives.
