This is a discrimination against the large states which Is harmful and dangerous. It is true, of course, that without this concession of equal representa tion iu the senate, the smaller states would not have ratified the constitu tion in the first Instance, and the clamoring for protective duties, and work of the convention which framed dosj not hesitate to modify his fr in trude convictions to that extent. It w ill thus be se-u that Chairman Wilson'. task is a I suit us difficult us any man could lie asked to perform. He can not hope for favorable action on his bill unless he frames it in uc cordauce with the wishes of those who are to vote upon it; and if lie make ull the concessions that are asked, then it w ill retain most of the existing duties, und add n mind er of new ones. It is undoubtedly his de sire to prepare a free trade measure and put his party squarely on the basis of unconditional hostility to protection; but there is not the least probability that he will dare to do so. The situation is a discourag ing one for him from every point of view. Turn in what direction he may, he is sure to find democrats protesting against tariff reform w lien it touches their local interests. He is not allowed to take n comprehen sive and impartial course in the mat ter. There are obstructions ut every step of his undertaking, ami it is his friends, not his enemies, who are thus making life a burden to him.
