m any's promises.
In the event of Germany disclaim ing
responsibility for the disasters, the
U nited S tates will proceed w ith its in­
vestigations to determ ine to its own
satisfaction w hether the evidence
which now strongly indicates th a t the
Sussex and other ships were torpedoed
w ithout w arning can be regarded as
conclusive proof.
W ith such proof before it, the gov­
ernm ent probably would act promptly.

ing Villa was solved Thursday when
General C arranza granted the renewed
request of the S tate departm ent for
permission to use the Mexican N orth­
w estern railroad.
S ecretary Baker issued th is sta te ­
m ent a t the W ar departm ent:
“ We have directed Gen, Funaton to
tender for railroad shipm ent cargoes
of supplies e ith e r directly to our m ili­
ta ry men or to civilians.
This does
not involve any tender of m unitions
for such railroad trnns|>ortation, nor
does it involve the use of American
m ilitary guards
on any Mexican
