responsibility for the disasters, the
U nited S tates will proceed w ith its in­
vestigations to determ ine to its own
satisfaction w hether the evidence
which now strongly indicates th a t the
Sussex and other ships were torpedoed
w ithout w arning can be regarded as
conclusive proof.
W ith such proof before it, the gov­
ernm ent probably would act promptly.

“ We have directed Gen, Funaton to
tender for railroad shipm ent cargoes
of supplies e ith e r directly to our m ili­
ta ry men or to civilians.

on any Mexican
