W ith the 22d Infan try and three
CDmpanies of artillery entrained at
San Antonio for this city, and at least
1,000 V asquistas a t Bauche, 14 miles
south of Juarez, the situation general­
ly is considered the m ost critical since
the recent outbreak in Chihuahua.
The troops a t Bauche are command­
ed by Colonel Inez Salszar, who, it is
understood, will soon demand the for­
mal surrender of Juarez. It is hardly
believed any show of resistance will
be made, as Juarez is garrisoned only
by about 100 men.

rem ain loyal to Madero is the sta te ­
m ent contained in a message from

Brussels. The m anifesto makes an
attack on the president of the United
S tates, accusing him of “ being re­
sponsible for the troubles of Mexico
and L atin A m erica.”
Officers are searching for Gonzalo
E nrile. The m anifesto says in p a rt:
“ There have been so many bad acts
in Mexico caused by your g reat efforts
a t expansion and domination, th a t it
would be a crim e of lese p atria to
suffer them in silence longer. You
have created, fom ented and consum­
m ated the revolution which placed in
power the tra ito r who is giving you
our country. Your troops have in­
vaded our territo ry .
In the name of
the Monroe doctrine you put a t h a lf -
m ast the flags of your sister republics.
You appropriated H aw aii, you took
the Panam a canal zone. The Cubans
did not blow up the Maine. Spain did
not. W all stre e t did, w ith its im per­
ialism. This crim e was called ‘W il­
liam M cKinely,’ and he paid the
penalty by a bullet of Czolgosz.”

Mexican border, the U nited States
troops along the Rio Grande w ere re­
inforced and orders were given th a t

stopped, even though it be necessary
to cross the boundary line to force
compliance.
The order, the m ost sweeping th a t
has gone out from the W hite House in
the present situation, was issued a fte r
a conference between P resident T aft,
S ecretary of W ar Stimson, and A cting
Secretary of S tate H untington Wilson.
In addition to sending another regi­
m ent of in fan try and three b atteries
of field artillery to the Mexican line,
orders were issued to division com­
m anders throughout the country to
hold th e ir companies in readiness to
move a t a m om ent’s notice.
The
acute situation in Mexico has had the
effect of putting the army establish­
m ent in a high sta te of preparation,
and m obilization on the Rio Grande
could be effected quickly if occasion
should arise.

quest th a t one or two troops of caval­
ry be sent to the border to protect
U nited States citizens against the
ravages of Mexican bandits was re­
ceived here by Governor H unt from
H arry W heeler, sheriff of Cochise
county and ex-captain of the Arizona
N ational Guard. Mexican bandits, ac­
cording to the telegram , have raided a
ranch and killed a man named Elias
on the U nited S tates side of the in te r­
national border.
The request was re­
ferred to the W ar departm ent.

to remedy financial difficulties in the
sta te taxation system were passed at
S atu rd ay ’s session of the leg islature
here.
One of the bills authorizes the sta te
to borrow $ 200,000 from the school

ey into various funds and a third ap­
propriates $ 10,000 for the expenses

aviator, the first birdm an to fly over
the G reat Lakes from the United
S tates to Canada, came to g rief ten
miles out on Lake E rie from N orth­
east, Pa., when attem p tin g a return
flight to the American shore.
While high in the air and 20 miles
w est of his course, the engine of his
biplane stopped.
For a while he
glided, but suddenly the machine over­
turned and he was buried unconscious
in the w reckage on the ice. How
long he remained in this condition
Sandt does not know.
When he re­
covered he was saturated w ith blood
from many cuts.
Aided by a pocket compass, Sandt
walked ten miles to the American
shore, landing at N ortheast a t 10
o’clock a t night. He was found sta g ­
gering along the shore by boys who
were skatin g and was carried to a ho­
tel

Sandt is not injured seriously. He
was brought here from N ortheast at
m idnight in a special car. Thousands
of persons, a brass band and loud
