OPIUM TRADE IS BETTER.
Chinese Flagrantly Violate Law Since
O utbreak of War.
Pekin — One unfortunate result of
the revolution has been a revival of
opium consumption.
A fillip was
given to the trade when Kuang-tung
and Yunan joined the movement, and
proclaimed th e ir independence. These
two provinces, w ith Szechuen, were
the larg est consumers of opinum in
the em pire, and the suppression of
poppy cultivation and opium smoking
was keenly resented by a good number
of the inhabitants.
As soon as the authority of the im­
perial governm ent was thrown over­
board th ere was evidently a reaction
among those addicted to the habit.
Even before the revolution, and in
spite of the strin g en t rules, there is
reason to believe th a t opium houses
continued to flourish secretly. Now it
is said th a t they have begun to carry
on th eir trade publicly in Canton and
in other places, the bad exam ple once
set being quickly followed. Owing to
the suppression of poppy cultivation
enough local opium is not available
and the foreign article is in g rea t re­
quest.
Prices have risen and clear­
ances in Hongkong and Shanghai are
very satisfactory from the trad e point
of view.

is the slogan of the engineering stu ­
dents of the Oregon ag ricu ltu ral col­
lege in th eir plans for the annual t
gineering show, to be held th is year
March 15 and 16.
H itherto the ex­
h ib it has been called an electrical
show, and a m anager, one of the elec­
trical students, chosen to make the
plans.
T his year it was decided to
secure the cooperation of all of the en­
gineering departm ents and m ake it an
inclusive dem onstration of w hat the
college engineering as a whole can do.
Many new featu res are to be in tro ­
duced th is year. The forestry d ep art­
m ent will ex h ib it for the first tim e,
and Prof. George W. Peavy, head of
the departm ent, is g reatly interested
in the display which is being pre­
pared. The civil and mechanical en­
gineering departm ents, hitherto but
minor exhibitions, will this year have
the larg er p a rt of the space.
A blacksm ithing shop will be in full
operation by the mechanical engin­
eers, and a foundry, p attern making,
and machine shop will in te rest visitors
w ith the actual processes of making
brass castings, and com pleting the
burnishing processes, giving the vis­
itors paper w eights, monograms and
other souvenirs made “ while they
w a it.” The woodworking shop and
power plant will also show in terestin g
operations. A num ber of new pieces
of equipm ent in the mechanical labor­
atories will be in full operation, and
furnish spectacular features.
A. M. Jepperson of Baconia, and J.
F. Hess, of Corvallis, have purchased
the C urtiss biplane exhibited a t last
y e a r’s show, and a fte r many tests and
the building of models and gliders,
will be ready to give dem onstration of
aviation.
The A rchitectural club, ju s t formed
th is w inter, is another new featu re as
it, also, will have an exhibit, for
which it is now holding a contest in
which the members are com peting for
the honor of arran g in g the club exhib­
it.
ONE POOR FARM IS PLAN.

Salem —To establish a central home
for the aged, located in or near Salem,
and do away w ith all poor farm s and
homes for indigent people throughout
the sta te is the plan which is announc­
ed by Governor W est. The governor
believes th a t under the system which
he proposes to establish the counties
of the sta te will be saved a t least one-
half the expense incurred in caring
for the poor and a t the same tim e will
be able to see th e ir poor cared for in a
much more hum anitarian and com fort­
able manner.
Governor W est, in the past week,
has sent le tte rs to the county judges
throughout the en tire state, in whch
he has asked personal opinions as to
his scheme, as well as com plete d ata
of the expense which counties have
been p ut to in the care of the poor.
L etters are arriv in g , but not enough
have been received th a t he is able ade­
quately to give any comprehensive
idea of the approxim ate expense as
compared to the expense under the
county plan of caring for the poor.
Governor W est will incorporate in
his m essage to the n ex t legislature a
plan largely along the lines which
have been outlined ten tativ ely by him.

T hree Thousand O vercharges in One
Day Alleged.
W ashington, D. C.—Prosecution of
express companies for overcharging
shippers on the transportation of their
goods was indicated by Commissioner
Lane a t the express ra te hearing to be
the intention of the In terstate com­
merce commission.
W. A. Ryan, one of the investiga­
tors for the commission, presented in
tabulated form the exam ination of one
m onth’s business of the Adams Ex­
press company, showing th at $67,000
in overcharges had been turned into
the company’s treasury.
T. B. H arrison, counsel of the com­
pany, explained w hat are known as
“ over-prepaym ents” and asserted he
would be able to show th a t no more
than 20 per cent of the $67,000 actu­
ally remained in the company’s treas­
ury. He added th a t positive instruc­
tions were given by the company to all
its representatives to make refunds on
all discoverable overcharges.
“ W ell,” said Commissioner Lane,
“ it is conclusively established th at
the agents of the companies them ­
selves do not understand the tariffs and
regulations of the companies. By an
exam ination of the business of the
companies for one day we find more
than 3,000 overcharges.
Now, then,
we propose to prosecute the compan­
ies for making these overcharges.
They are clearly violations of the
law .”
Mr. Ryan presented com parative ta ­
bles of the operations of express com­
panies in G reat B ritain, France and
Germany and those of the United
States. They showed generally th at
for sim ilar service, weights and dis­
tance the foreign rates were consider­
ably lower than the domestic rates.
