TEAL REPORT ENCOURAGING Senator Aldrich Seeks to Destroy Reclamation Service Ready to Begin Control by Wall Street, Work on Umatilla Tract. Washington, D. C.— Ex-Senator Aid- rich, o f Rhode Island, submitted to the national monetary commission, of which he is chairman, a revision of his plan for monetary legislation. The commission may use it as the basis of its recommendations to congress. The basic principles of the proposed plan are substantially the same as those embodied in Mr. Aldrich’s first proposal, sent to the commission last January, which, he said, he expected would serve as a basis for national discussion. Briefly, the plan still provides for the organization of the National Reserve association, with a capital of approxi mately $300,000,000, in which the United States government and the banks owning shares in the associa tion shall be the only depositors. The plan of dividing the United States into 15 financial d istric ts re mains unchanged. In each d istric t the banks shall form local associa tions, which in turn will be represent ed in th e branches and finally in the central organization through a system of elections of directors, which it is said will mak£ it impossible for any section or set of bankers to control the whole.
