The task is not impossible, its benefits
would be incalculable and far reaching.

tional in scope and authority, embrac­
ing a continuous enumeration and con­
secutive numbering o f the whole c iti­
zenship, including a duplicate card cer­
tificate system identifying its bearer
by photograph or finger prints.”
