Washington, Nov. 17.— Subjecting
his guests, who were representatives
of many of the leading labor organi­
zations of this country, to a rapid
Are of questions, President Roosevelt
at a dinner given by him at the
White House tonight endeavored to
learn what labor wanted from Con­
gress and in what way he could be
of assistance to the toilers of the
country.
While the President did not com­
mit himself to any of the proposi­
tions submitted by the vartous lead­
ers present it was learned that he
sought a full expression of sentiment
from all of them.
The general impression prevailed
among the labor leaders after the
dinner that the President's message
to congress would show some of the
flavor of the conference.
What seemed most significant ol
all, both to the President and to
other government officials present
was the suggestion that congrest
should pass a bill of rights into
which all labor legislation should be
incorporated and should create a
publicity
board,
whose
purpose
would be to Investigate and make
public the details of controversies
between capital and labor.
Although many of the speakers
expressed their opposition to the
boycott and sympathetic strike propa­
ganda, they urged that congress
should better define the injunction
power of the courts, and asked for a
modification of both this act and the
Sherman anti-trust law.

all the receipts of the Forest Ser­

to the credit of the Treasurer of the
United States and made available
for circulation in the part of the
country from which it is derived,
within the limits of the amounts al­
lowed by law for Government de­
posits, instead of being forwarded to
the Treasurer at Washington
The banks which have been named
and which have all consented to
serve the Government are located in
the district headquarters of the For­
est Service at Portland, Denver, Og­
den, Albuquerque, Missoula and San
Francisco. The First National Bank,
Portland, Oregon, headquarters of
the Sixth District, including Wash-
ington, Oregon, a small part ot
Northern California and Alaska.

the discrepancy being due to the j
present vacancies. All told the Dem- \
ocrats gained 17 districts and the
Republicans 12.
OREGON-WASHINGTON BOUN­
DARY DISPUTE SETTLED
Washington, Nov. 1 6 .— The su­
preme court entered a decree for
Oregon in the suit with Washington
involving a determination of the
boundary line between the two
stales.
The decree maintains the
middle north channel of the Colum­
bia river as a legal boundary and
gives Oregon jurisdiction over Sand
Island.
This decision means that Oregon Is
owner of practically all the sand is­
lands near the mouth of the Colum­
bia and will hereafter receive thou­
sands of dollars annually which fish­
ermen have been paying to the State
of Washington as rental or license
fees.
