L Waihington, April 6.— After having i the Spokane rate case under considera tion for more than one year, the Int r state Commerce commission is appar ently hopelessly divided legardiug the dt cisión which should he retideied. The case is the m od important upon the dockets of the commission, and up on it hinges the entire rate^abiic of the United States. If the ccmmission'should decide with the sh'ppera of Spokane, the theory up on which the railroads have made rates from the earliest days w ill be upset and pa-t decisions on the siiort and long haul clause of the commerce act w ill be more or less nullified. On the other hand, if the commission refutes tc dis turb the pieeent adjustment, a long sti p toward establishing the justice of the ratemaking methods of the railroads w ill have been taken. Rec< guiziug the import of the ease, the commission went into a most careful and elaborate inves tigation and hearing of all the facts and listened to arguments from a large number of the business, r a .Ira J and commercial lawyers in the W ist. Sino« tho arguments were heard the commission has liad numerous confer ences regard ng a decision, and it de velops that there aie at least three dll- ferent views which thus far have proved irreconcilable. The commiesh n has struggled in vain to get a major ty re- p irt and apparently is in a deadlock. The case is one which had been both ering the-railrna s in the Northwest ior years prior to the commission’s being given greater powers. Owing to water competition, according to the railroads, the rates to Spokane from the Flastern seaboard are tbe rates to the Pacific coast, plus the local rates from the Pa cific coast back to Spokane. The latter ci:y insists that this is unfair. F IG H T FOR S A L T BEDS. Deposits o f Enormous Value ered in Utah. Discov Washington, A pril 6.— T itle to lands in the state of Utah containing salt de posits of an extent and purity hitherto not only unknown, hut undreamed of, is involved in a sensational contest now being fought out in this city. About 38,1)1)0 acres of lands lying along the western border of Utah have been dis covered to be overtopped with salt, artd an attempt is being made to acquire them by the filing of placer mining claims on the part of individuals. The vaule of the lands was today estimated by one of the claimants at $00.000,000. Deposited by nature on the lands over which the contest is being made is a bed of pure salt, which in some places lies to a depth of six feet. This salt is of so fine a quality that it has been lound unnecessary to refine it. It can be marketed direct from the deposit and tests have shown it to be 98 per cent pure. Elaborate preparations have been made for the control of the land by individuals, who have thus far kept the discovery of the deposit out of the newspapers. For two or three months they were successful, but now the state of Utah has awakened to the vast possibilities of this salt deposit and the aid of the senate of the United States and the president has been invoked in an effort to retain the product, which the com monwealth claims under a section of the enabling act making it a state. PAINT AND POLISH Jackies Preparing Atlantic F leet for Grand Parade. INSPECTION IS MADE BY DIVERS Find Bottoms o f Many Ships Nearly As Clean As When They Left Hampton Roads. Magdalena, Bay, A pril 7.— (V ia 8an Diego)— The work of preparing for the California reception, now hut ten days distant, ie already in progrefS among the haul-sliips of the Atlantic fleet. Every ship not engaged in coaling or working on the torpedo range is udergo- ing a thorough scrubbing, scraping and painting from the water line to the mastheads. Flvery inch of the surface of the ships w ill be gone over and cleaned and polished. Divers have been sent over the side of each ship and Lave made thorough inspections of the bottoms. Many of the vessels are nearly az clean as when they left Hampton Roads, according to the reports oi the divots. Tho long time spent at anchor age in the bay has done more to foul the bottoms than the trip around the Horn. The work of coaling for the final leg of the long voyage is being pushed with all speed. Last night the crew of the Maine worked all night taking coal from a collier alongside and stowing it away in the blinkers. Admiral Thomas has issued a tenta tive program for the fleet for the dates April 11 to April 19, which includes the departure of the fleet from Magda- lrna at same hour not yet fixed on April 11 and its arrival at San Diego at 1 p. m. Seven Are Killed and IOO Wounded In Liibon Election Riots. Lishon, April 7.— Seven persons were shot to death and 100 others wounded by soldiers last evening, after the vot ing in the elections in this city had ended. The rioting was widespread and such was the confusion during the vio lent conflict between the populace and the municipal government that the guardsmen, mistaking the infantry who ha 1 been called out for rioters, fired a volley into their ranks, seriously wounding three of the soldiers. The night was one of terror for Lis bon, which seemed suddenly aflame with revolt. Bands of men ran wildly through the streets, brandishing weap ons, while the sharp crack of rifles was heard in various sections.
