Be it enacted by the people o f the city o f Forest Grove
That:
Section 1. At the first meeting o f the Common Coun­
cil after the annual election in each year, or as soon
thereafter as practicable, the Common Council shall
choose by ballot one o f its members to preside over the
council and perform the duties o f the Mayor in his ab­
sence or inability to act. He shall be designated as
“ President of the council” and in the absence o f the
Mayor from the city, or if he be from any cause unable
to act, said president of the council shall have and exer­
cise the powers and perform all the duties o f the Mayor
and should both o f said officers fail to attend any ir.eet-
ng, a quorum o f the Council present may elect a Presi­
dent from their number for the purpose of the ni- eling,
who shall|be designated as President of the Council, pro
tern.
Section 2. The Council shall fix the time and place
o f holding Us stated meetings, and may be convtned by
the Mayor or in his absence or inability to act, by the
President o f the Council, at any time.
Section 3. A majority o f the council shall constitute
a quorum to do businesss, except when otherwise pro
vided, but a smaller number may meet and adjourn from
time to time and compel the attendance o f absent mem­
bers, In such manner and under such penalties as the
council may have previously prescribed. For the pur­
pose o f a quorum the Mayor shall be considered a mem­
ber o f the council.
Section 4. The Common Council may prescribe rules
for its proceeding; punish any member or other person
for disorderly conduct at any meeting o f the council;
and with a concurrence o f two thirds o f all its members
may expel a member. It shall keep a journal o f its pro­
ceedings, and at the call o f any member shall cause the
yeas and nays to be taken on any question before it, and
entered on the journal, and its proceedings sha 1 be pub-
lie.

Section 5. On the tenlh day next ft Mowing a general

Section 6 . The style of every ordinance shall be

Section 7. The Common Council shall have power
and authority within the city o f Forest Grove:
1st. To make bylaws and ordinances and pass resolu­
tions not repugnant to the laws o f this state or o f the
United States.

sewer or culvert, in like manner provided by the laws

work house and a house o f correction for the reception
of vagrants and vicious persons, and to prescribe rules
and regulations for the government o f the same, and to
compel all persons who may be imprisoned within the
city prison for vagrancy, or for violation of any city
ordinance to werk on the public streets under the con­
trol o f such city officers as the council shall design

15th. To provide for the prevention and extinguish­
ment o f fires and for the preservation o f property en­

domestic animals, including dogs and fowls from run-
ing at large within the city, or any specific part thereof,
and to provide for the taking up and im rounding of
such animals and their sale or destruction if not re­
stallions, and all other animals kept or allowed to stand
for breeding purposes; to regulate, restrain or prohibit
the streets o f the city.

18th. To regulate the location and management of
market places and slaughter yards.

person who sells, or offers for sale, or who circulates or
disposes o f any such literature, and to define and
declare from time to time what, if any, books, papers,
prints, pictures and the like are obscene within the
purpose and province o f this provision.
