On the whole, th e day passed m ore q u ie tly in R ussia th a n bad been expected, th o u g h col lisions betw een th e people and th e troops are reported from K azan, K ish- nieff an d P o ltav a, and tw o m en were k illed . In each of th e tw o c a p ita ls, S t. P etersburg and Moscow, th e day was one such as th e R usrians never before have seen. Many of these concerns hold real p roperty or negotiable p aper, and a ll w ill lose th e ir power of tran sactin g business from th e date of d isso lu tio n . More th a n th a t, any person who shall exercise or a tte m p t to exercise th e cor p o rate powers a fte r d issolution has te e n proclaim ed w ill be liable to a fine of $1,000 and im p riso nm ent for one y ear. The law is p lain and com pre hensive in its term s, and w ill operate to suspend th e powers of d elin q u en t corporations unless th e y com ply w ith th e req u irem en ts. These 5,000 corporations referred to a re concerns w hich have not in any m anner com plied w ith th e corporation license tax law . T h ere are 10,000 cor porations listed on tho books of the secretary of sta te , and of these 3,000 have com plied w ith th e law. Some have already g ne o u t of existence, b u t th e re rem ains on th e list a large n u m ber of corporations w hich, though not doing a very active business, hold p roperty rig h ts w hich th ey m ust pro tect. Because th e corporations have not been doing an active business and are m erely holding p ro perty, th e offi cers of th e com pany have neglected to com ply w ith th e law, and thereby re ta in th e ir corporate pow ers. VVhen th ey have been dissolved by proclam a tion of th e governor, th e y w ill no long er have power to execute a deed, col lect a d eb t or enforce any rig h t in th e courts of th e sta te . W hile it has been earnestly m ain tain ed th a t th ere no land frauds in Baker county yet th e questions ask ed by th is governm ent official are said to have fairly sta rtle d th e m en being questioned. T he agent was very a n x i ous to learn of m en who, according to th e records and files, own and are su p posed to be living on certain claim s, b u t who are absolutely unknow n to th e neople living in th a t d istric t, and no trace of them can be found. I t is well known th a t certain syndi cates have «ecured control of nearly all th e valuable tim b er lands of th e Blue m ountain range, in Baker an d G ran t counties.
