One may perhaps suppose th a t th is is a uiost economical arrangem ent, but scallops are only for th e long purse, unless they are m ade a t home, for It requires a deal of tim e to bind each scallop carefully, nud as the bluding down is done by band, it is a long task, an d in large dressm aking estab lishm ents this sort of th in g uieuns big bills, but on expensive gow ns flounces are scalloped till the w hole is as fluffy as w ith leaves.
