Advices from the northw est indicate th a t the move m ent from first hands is decreasing. Export clearances of w heat and Hour for th e week were 6,653,791 bushels. Large sales for export have been made during th e week, partly th e result of apprehended damage to the A rgentine orop. The local speculative condition of the w heat m arket is very unsatisfactory. There is an absenoe of general specula tive interest due partly to high values, hut more particularly to the sm all stocks and th e presence of more or less m anipulation in the m arket. A large short interest exists en tirely out of pro portion to existing stocks. There is nothing in th e general situ atio n to w ar rant any decline. T he result of the Argentine crop seems to lie th e determ ining factor regarding fu tu re values. U ntil the result is definitely known it seems th a t present values will be fully m aintained and probably advanced. Union, O r., Nov. 23.— In th e g ray law n of an approaching day, w h ile most of th e citizens of U nion were s till «sleep, Kel8ay Porter, m urderer of th e Maehe fam ily in Pine valley, Ja n u ary 1, 1896, expiated his crim e on th e g a l lows. Including the sheriff's ju ry of 13 men, about 50 people w itnessed th e ‘xecution. It was carried out w ith dia- putoh. Seventeen m inutes after Por ter left the jail door to m ount th e scaf fold, his body was in th e coffin, w hich was w aiting to receive it beneath tb s gallows. It was about 5 o’clock th is m orning when P orter was aroused and told to prepare lor th e trying ordeal before him. R ealizing his last m om ents had really come, he displayed nervousness. A fter dressing in a su it of blaok clothes provided for him , he ate a lig h t breakfast, the first m eal for several days. The appearance of his re lig io « adviser had a reassuring effect. Rev. Mr. Shields passed an hour in th e oell, preparing P o rter for his death, reading S criptural passages to him , and closing with a fervent prayer for the con demned man. Porter, in refusing to see press rep resentatives, stated th a t all he had to say would be spoken on th e gallows, but before leaving the ja il, he changed his m ind, and from the tim e he passed out of the door of his cell, m ounted the scaffold and was hurled into e te r nity, he did not 8|>eak a word. H e was assisted to the platform of th e scaffold by Sheriff P h y and D eputy M cLaughlin, who helped him up th e steps. Rev. Mr. Shields and D eputy Sheriff Uiffen wore also on th e scaffold. P orter was placed directly over th e trap, his legs and arm s pinioned and his w rists handouffed. W hile th is was going on he became slig h tly unsteady. The black cap was placed over hi# head, th e rope adjusted about his neck by Sheriff Phy, ami at 6:55 the tra p was sprung and th e body shot dow n ward, dangling at the end of the rope. Death was instantaneous, th e neck be ing broken by the fall. Tw elve m in utes later th ree attending physician# pronounced P orter dead, and tire body was cut down and placed in th e w a it ing coffin. C hair man Hooker, of the river and harbor com m ittee, has made an exam ination ct tire rapids, and lias interested h im self more or less in several m atters which will require appropriations com ing from his com m ittee. Mr. Hooker is very reticent _ about expressing bis views, b ut there were oth er members of tiie river and harbor com m ittee w ith him on his W estern trip, and the press corres|>ondent has been able to learn th a t the boat railw ay plan will not be approved in th e next session of con gress, and th a t tire com m ittee on river and harbors will not takon favorable action for any im provem ent there th a t 1 does not have for its object a different plan than eith er a boat railw ay or a portage railw ay. It is very probable th a t w hat will lie done is th e au th o riza tion of a survey to he m ade for con struction of a canal and locks, and which will secure the passage of boats of about four feet draft. It is asserted th a t boats of greater d raft th an this cannot operate suecewfully above tb s dalles, aud th a t lioats of th is draft oan go far up the Colum bia river, the Snake and the Clearw ater. If these boat* could ply between Portland and th e farthest points on the rivers nam ed, a great deal would he accom plished, freight rates would be regulated^ and th e w heat of Eastern Oregon and W ashington nnd Idaho could he tran s ported to tidew ater at a sm all cost. It is th e general belief th a t a canal and locks of the kind contem plated could be b u ilt a t an expenditure of less th an $1,000,000, and also th a t they could he pushed to com pletion at an early day. I t is not known w hether th e Oregon delegation will accept such a plan as th is, but the general understanding is th a t it w ill he offered by th e members of th e river and harbor com m ittee who visited th e C olum bia during th e peat summ er.
