The President by executive order
delegated to the OPM the power to
requisitioon property under the con­
ditions set forth by Congress in the
acta o f October 10, 1940 and October
16, 1941. Whenever requested by the
OPM any federal agency is author­
ized to requisition property essential
to national defense which cannot be
obtained 'in any other way.
OPM issued a comparison of pre­
sent industrial defense efforts with
thoose during 1917 and 1918. The
comparison showed tthe productive
capacity o f each worker has greatly
increased because o f technical e ffi­
ciency and that because o f lower pri­
ces the U. S. is now getting more
value for every dollar spent.
