The Oregon Reclamation congress
is opposed to the creation o f a Col
umbia valley authority which would
remove the control o f the states con
cerned and Is unging that considera
tion o f authority bills be deferred un
til a fter the passing o f the present
national defense emergency.

the congress and head o f the soils
department at Oregon state college.
In recogniton o f Dr. Powers’ long
service the congress presented him
with a leather bravelling bag.
The resolution dealing with the
Columbia valley authority was the
most comprehensive adopted at the
congress. It holds that a recognized
statutory and stable authority for
the Columbia river watershed can
best be accomplished thru the oper
ation o f the present Bonneville act,
possibly with amendments.
“ We deplore the centralization o f
l>ower under any authority, in any
pin son or persons not immediately
responsive to the area affected,” the
resolution stated.
