It is the opinion o f members of
the Oregon State Game commission
that education does more to curb law
violations than any amount of ar­
rests, fines and imprisonments. War­
dens are instructed to talk to men
known to be law violators, to reason
with them and convince them that
the killing o f protected game birds
and animals is robbery o f the state
o f one o f its most vital resources.
Many o f the men who hunt unlaw­
fully or angle out o f season or in
closed streams connot be curbed in
their activities by constant arrest but
can be reasoned with and taught to
respect the law. Sometime ago a
gang o f boys in Portland formed the
habit of breaking windows out of a
school building. They were arrested
and dragged into court several times
only to return to their old habits.
A citizen took them in hand, organ­
ized them into a club, taught them
that the breaking of windows was in­
curring an expense which their par­
ents had to share, that the school
building was their own school build­
ing and that injury to it meant loss
to themselves. The plan worked.

violators and a remarkable degree of
success has been achieved. True,
there are men who persist in slaugh
tering game, no matter what the law
may say or the neghbors may think,
but those who are willing to listen
to common sense soon are found co­
