They form a ♦ ♦ ♦ ♦ ♦ ♦ trust on the state and the obliga­ tion for its fulfillment rests on the tax payers as far as the ne­ cessary financial provision is con ­ cerned. One thing is certain, that unless they receive prompt and adequate relief the brightest and most ambitious of our rising generations, will leave the state to seek elsewhere, the education necessary for equipping them­ selves for their future careers.
