General H uerta has accepted the proposal th a t there I be no furth er hostilities betw een the ■ United S tates and Mexico pending the efforts of the envoys of A rgentina, Brazil and Chile to bring about an am icable settlem ent of difficulties between the countries. Restrained but none the less steady preparation for any m ilitary eventual- • ities and the q uiet progress of the I mediation program being worked out i behind closed doors continue, however. Carranza Makes No Reply to Proposals for Mediation El Paso, Tex. W hile General Car- j ranza has not replied officially to the proposition of the South Am erican me diators for a federal-rebel arm istice, his answer is said by officials here to be plainly forecast in orders prom ul gated for a concentrated a tta ck on Tampico. The federal gunboats and th e land defenses of Tam pico have proved too big a task for the troops of Generals Caballero and Gonzales and orders have now been issued for the m obiliza tion of 12,000 troops from the states of Coahuila, T am aulipas and Nuevo Leon. It is reported also th a t General Franeisco’.Villa, the first soldier of the revolution, will lead the attack. Monclovia H errera, whose name as a fighter has grown immensely during recent cam paigns, if present plans prevail, will head the assault on Sal tillo, where the rem ains of the federal forces from Torreon, M onterey and other places captured by the rebels are gathered. Rafael E. Musquiz, a son-in-law of General C arranza and a leader of the ju n ta, here, is among authorities for the declaration th a t the arm istice in N orthern Mexico is impossible. It was rum ored in connection w ith the proposal th a t acceptance of the proposition would have carried w ith it some form of recognition of th e bel ligerency of the rebels, but General Carranza is said to have commented th a t he did not care to a tta in it in th a t way, as i t was bound to come in due tim e w ith the complete victory of his forces. General V illa w as a t Parral S a tu r day. It is learned th a t his recent trip to Juarez and his present peregrina tions are on business m atters connect ed w ith raisin g revenue. The U nited S ta te s is said to have suddenly become rigid in its dem ands for the protection of all foreign in te rests in Mexico, thereby em barrassing the process of raising funds by w ar taxes and confis cation of property. Villa Prepares to Attack Saltillo With 15,000 Men Chihuahua, M ex.—General V illa has taken im m ediate steps to mobilize his e n tire force, estim ated a t 15,000 men, around Saltillo. In the forefront un doubtedly will be Monclovia H e rre ra ’s brigade of 1300 men. Monclovia H e r rera, w ith his brother, Luis, is c red it ed w ith being the most effective “ fighting m an’’ in N orthern Mexico w ith the exception of Villa. I t was reported a t one tim e th a t Carranza contem plated replacing Villa in the suprem e rebel command by General Monclovia H errera. Many of the troops counted on to tak e p a rt in th e movement against S altillo already are in the field. Villa expects to put 15 brigades in to the field. This distribution of his command does not follow the U nited S ta te s or foreign qualification. Some o f the brigades num ber only 300 men, b u t each is definitely identified w ith some p a rticu la r “ G eneral,” whose care for his troops and fighting qual itie s have so endeared him to his men th a t the real objectives of the revolu tionary m ovem ent have been subord inated in the m inds of the common soldiers to the fa ct th a t they fight a t th e command and live under the pro tection of the general in whose “ g e n te ” they serve. The federal garrison a t Saltillo orig inally consisted of 2200 men, but the fug itiv es from the rem nants of V elas co’s Torreon arm y and fleeing garrison of M onterey have increased th a t force to 10,000.
