Juarez, Mexico— The Benton invest igating committee was prevented from proceeding to Chihuahua to examine the slain Briton's body by rebel orders. Colonel Fidel Avila, military com mander here, declined to permit them to board the regular passenger train which was waiting. An authoritative admission to this effect dispelled pre vious reports that the commission was halted on orders from Washington. Whether the incident means delay or the permanent prohibition of the mission couid not be learned. The mystery thrown around the occurence led many rumors o f an apparently ex aggerated nature. The most persistent inquiry here and in K1 I’aso failed to establish any thing but the fact that passports were refused to the commissioners on this side and they returned to El Paso. No official in Juarez has auti o.-ity to take such action as was la'sei in this case. Only two persons in North ern Mexico have the power—Venus- tiano Carranza and General Villa. The order came as a surprise to the commissioners. Villa, at Chihuahua, has repeatedly expressed his desire to hasten the inquiry, and his offer of a special train to take the mission from this city to Chihuahua, where Benton s body is said to be buried, was formal ly accepted by Marion Letcher, Amer ican consul there.
