ride proved also the last for an uni
dentified man about 50 years old who
was given a lift by Edward Ruddle.
Ruddle’s car, containing four other
men. picked up the stranger on the
outskirts o f town.

Pekin— A fte r occupying the throne

the Manchu dynasty, represented by
the child emperor, Pu Y i, has abdi
cated.
Three edicts were issued, the first
proclaiming abdication, the second
dealing with the establishment of the
republic, and the third urging the
maintenance o f peace anJ approving
the conditions agreed upon by the im
perial premier, Yuan Shi Kai and the
Republicans.
The publication o f the edicts has
given profound relief to everyone in
Pekin, both foreigners and Chinese.
The arrangement is considered a satis
factory compromise and it is believed
the terms will satisfy the Republi
cans. The first edict provides that
the terms shall be communicated to
the foreign delegations for transmis
sion to their respective governments,
the object being to record world-wide
the Republican pledges.
The Republicans make eight pledges
to the emperor, as follows:
“ First— The emperor shall retain
his title und shall be respected as a
foreign monarch.
Second— The em
peror shall receive an annual grant of
4,000,000 taels until the currency is
reformed, after which he shall receive
$4,000,000 Mexican. Third— A tem
porary residence shall be provided in
the Forbidden City, and later the im
perial family shall reside in the sum
mer palace, 10 miles outside o f Pekin.
Fourth— The emperor may observe the
sacrifices at his ancestral tombs and
temples, which will be protected by
Republican soldiers.
F ifth — The
great tomb of the late emperor, Kwang
Su, will be completed and the funeral
ceremony fittingly observed at the Re
public's expense.
Sixth— The palace
attendants may be retained, but the
number o f eunuchs cannot be in
creased.
Seventh — The emperor’s
property will be protected by the Re
public. Eighth- The imperial guards
will be governed by the army board,
the Republic paying their salaries."

Duluth, Minn.— The congestion of
traffic on the Canadian railroads,
which resulted in sweeping reduction
o f freight rates to permit Canadian
grain to come to the American head of
the lake for elevating and storage, is
more serious than at any time since
its inception, according to news re
ceived here from Port Arthur, Ont.
The news tells o f 3,500 cars already
billed to Port William over the Cana
dian Northern which cannot be moved.
There is no place to store grain when
it arrives at Port William.
Thirty
million bushels are frozen on the
ground or in Western elevators.
In addition, there are 1,000 cars of
grain on tracks between Winnipeg
and Port Arthur, making 4,500 cars on
the Canadian Northern alone.
The Canadian Pacific has reduced
the number o f empty cars that are de-1
livered daily to elevators at the Cana
dian head o f the lakes, on the theory
that it is useless to load cars when
they cannot be hauled to destinations.

Orozco Denies Disloyalty.
El Paso, Tex. — General Pascual
Orozco denies emphatically that the
state of Chihuahua is on the verge o f
seceding from the Mexican federation
or that he is disloyal to Madero. His
denial is contained in a telegram re
ceived here hy the chief o f the federal
telegraph lines in Juarez. The tele
gram, signed Pascual Orozco, follow s:

Aviator Scares Crowds.
New York — The first successful
lig h t o f a hydro-aeroplane in this sec
tion was seen here Wednesday, when
Frank T. Neflin ascended from the
Hudon river at Twenty-third street
and for 16 minutes flew up and down
the river at a height o f 500 feet.
The aviator made no public announce
ment o f his plan, and when he alight
ed in the river amid floating rakes of
ice, many on shore thought he had
fallen into the stream.

use of ice is not so dangerous as the
use of the water from which it ia
formed, so far as typhoid fever Is

germ, and the germ of diphtheria, as
well, can withstand a temperature of
310 degrees F. below zero, for several
days, experiments with ice made from
polluted water have shown that when
the water freezes, the majority of the
typhoid organisms are soon destroyed.
However, the few that do survive, die
off slowly, and it is these few that
outlive their fellows that have been
the cause of serious epidemics in a
few cases. According to Parke, not
one in a thousand lives in ice longer
than one month, and all are dead at
the end of six months.
Relatively few outbreaks of typhoid
fever have been traced to%the use of
ice; however, conclusive evidence was
obtained to show that the thirty-nine
cases of typhoid at the St. Lawrence
hospital, near Ogdensburg, N. Y., sev
eral years ago, were the result of us
ing polluted Ice. Several months be
fore It was used the ice had been cut
from the St. Lawrence river, about
three miles below the outlet of the
Ogdensburg sewer. Living typhoid
germs were found in samples of the
melted ice examined after the break
