Madero Will Deal Summarily With All Agitators. Policy o f Diaz i . Adopted in Dealing With E nem ies o f G overnm ent —T ro o p s W atch B order. Mexico C ity — W ithout blare of trum pets and w ithout official proclam ation the Federal governm ent proposes to employ the d rastic m ethods of Diaz in restoring peace. Im m ediate appli cation of the new policy will be the n atio n ’s only apprlsal of it. This is the substance of a sta te m en t by a cabinet m inister. S w ift punish m ent is to be the portion of all a g ita to rs who can be reached, w h eth er of gun or pencil. A few new spaper w riters will be deported, it is said, under th a t provision of the co n stitu tion which provides for the expulsion of undesirables. Public parades and s tre e t orations are to be prohibited in cases w here the purpose is in any m anner connected w ith the political affairs. This prescription is in accordance w ith the governm ent’s diagnosis of the revolutionary disease th a t has broken out in so many p a rts of the country. Official figures place the loss in death, both north and south, since January 26, as follows: Federals, 84, rebels, from 222 to 272, and noncom batants, 10. Unofficial reports, apparently well founded, add to these figures 15 Fed eral dead and 45 rebel dead. One rebellion is recognized, th a t of Em ilio Z apata, covering all of the s ta te of Morelos and portions of the sta te s of Hidalgo, G uerrero and Mex ico and the Federal d istric t itself. In G uerrero conditions are not greatly b e tte r than in Morelos. T here the d istric t leader of the revolt is Jesus H. Salgado, who, like Z apata, is a form er officer in M adero’s revolution ary arm y. He has been p e rsisten t in declaring th a t he is fighting for the cause of E m ilio Vasquez Gomez, but there is little doubt th a t he and Za p a ta are w orking together. In the s ta te of Tabasco, there re m ains a trac e of the revolt of a few w eeks ago, b u t th a t had nothing of a national character. It was specifical ly again st th e governm ent. The por tion of O axaca on the T ehuantepec isthm us has y e t a few rebels, but they are not o p e ratin g again st the Federal governm ent. Reform of local condi tions is th e ir cry. The list of u p ris ings was increased last w eek by one in Michoacan. Alleged abuses on an hacienda account for that. The insur- rectos are chiefly field hands. The puzzle was furnished by the g arrisions a t Ju a rez and Chihuahua. The rebels in the South pretend a knowledge th a t the m utinous troops are w orking under the sam e general plan w ith them selves, but governm ent officials profess to believe th ere is no connection betw een the u prisings in the N orth.
