The rebellion is spreading rapidly. Form idable outbreaks have been re ported a t T ientsin and P aotingfu, and sim ilar outbreaks are expected a t any m oment a t Canton and N anking. The au th o rities a t Pekin are in a panic. A strong force of rebels has le ft Hankow to m eet the im perial troops from the north. The rebels have commandeered train s and forced terrified engineers to tak e them w here they demanded to go. Revolution N ears Capital. Pekin— W ith a revolution nearing the g ates o f Pekin, the governm ent has partly abandoned its efforts to m inim ize the situation, and it now ad m its not only th a t the republican up rising has gone beyond the confines of the more central provinces, but th a t the e n tire im perial arm y is honey combed w ith disaffection. Not a di vision is absolutely to be trusted, it is said in Pekin. The revolutionists are well organ ized and have form ally proclaimed the republic. It is reported here th a t the president chosen is Li Yuen Hung, lieu ten an t comm ander of the new im perial army, though it is believed th a t if this is so his election is tem porary. Dr. Sun Y at Sen is still regarded as the man who eventually will have the place. Dr. Sen was reported to be in the U nited S ta te s recently, but is said by some to have returned to China, by way of Singapore, which for some tim e p ast has been headquarters for the revolutionists. Hankow has been ravaged by o u t law s, who are not connected w ith the revolution, and the revolutionary au th o rities are m aking every effort to restore order. The announcem ent was prom ulgated officially th a t rioters caught in acts of law lessness will be d ealt w ith sum m arily. The revolu tionary arm y is strongly entrenched and it is the policy of the heads of the movem ent to give protection to foreign ers of all n ationalities, hoping thereby to dem onstrate th a t they have the situ ation in hand and to win sym pathy from abroad. It is no secret here th a t the dynasty is regarded w ith more or less contem pt by the repre sen tativ es of other governents, and the consuls are continuing th eir policy of insisting upon s tric t n eutrality. The rebels are under command of General Li Tuan Hong, who is an ac complished m ilitary stra te g ist, and are otherw ise well officered, despite reports to the contrary circulated by the governm ent.
