Tokio, —The budget for 1911-12, as finally completed, was announced today as follows: Receipts, ordinary, 492,138,000 yen; extraordinary, 487,969,37; expendi tures, ordinary, 407,113,274; e x tra o r dinary, 133,821,699. A yen is equiv alent to about 50 cents in Am erican money. M arquis K atsura, prem ier and m in ister of finance, takes a hopeful view of the fiscal situation. D uring the y ear past the governm ent has had a particularly heavy burden to carry. The navy has called for an increased expenditure in order to avoid the c riti cism of neglect in the face of the ad vance made by other powers. The an nexation of Corea and disastrous floods have added m aterially to the extraord inary expenditures. Marquis K atsura lays down these two rules as effective in directing the policy of the g overnm ent: F irst—To m aintain the balance of revenue and expenditure in the general estim ates and not to look to loans as financial resources. Second—To m aintain the program of annual redem ption of the public debt by an am ount of 60,000,000 yen or more. He says the governm ent has com m itted itself to these principles. In the next six years 82,000,000 yen will be spent in supplem enting and improv ing the navy. M eteor G razes L ogger.
