Am erican labor, w as se ttled tonight.
S eventy thousand garm ent w orkers, who
have been idle fo r niue m onths, will
re tu rn to work.
The in d u strial loss to em ployers and
em ployes has run high into the mil
lions. In loss of wages alone the to tal
has been estim ated a t more th a n $10,-
000,000, while the loss to m anufac
tu rre rs, jobbers and re ta ile rs the coun­
tr y over has been com puted a t ten
tim es th a t am ount.
In spite of th e stupendous re a d ju s t­
m ent involved, the strik e has been in
the m ain notable fo r peaceableness.
T here were num erous cases of p e tty dis
orders and a p etitio n of th e m an u fac­
tu re rs brought fo rth from J u s tic e Goff,
of the S ta te Suprem e Court, an injunc
tion, in which he ruled th a t any strik e
called to dem and the closed shop w as
in re s tra in t of trade.
Ju liu s H enry Cohen, counsel fo r the
m a n u fa c tu re rs’ association, describes
the agreem ent signed by him and rep
resen tativ es of the s trik e rs in th is sen
tence:
“ No principle has been surrendered
by the m anufacturers, y e t the union
m ay tru ly claim th ey have won a g reat
victory for th e ir people. The m an u fac­
tu rers believe in th e union and in the
principle th a t all who desire its benefits
should share its b u rd e n s.”
One essential of th is v icto ry and one
im portant not only to the strik e rs, but
to th e N ation a t large, is the abolition
of all co n tract work a t home. H e re ­
a f te r garm ents m ade in New Y ork will
bo m anufactured under sa n ita ry condi­
tions. T here will be no more sw eat­
shops.
The rock on w hich all previous eff
o rts a t m utual conciliation have split
has now been avoided by the adoption
of th e “ p re fe re n tia l union sh o p ” idea,
for which R ichard D. B randeis, of Bos­
ton, form erly counsel for Glavis, in the
P inchot-B allinger hearing, is given full
credit.
In the articles of agreem ent the idea
is thus described:
“ E ach m em ber of th e M a n u fa c tu re rs’
A ssociation is to m aintain union shops,
union shops being understood to refe r
to a shop w here union sta n d ard s as to
w orking conditions, hours of labor and
ra te s of wages p revail, and w here, in
h irin g help, union men are p refe rred , it
being understood th a t since th ere are
differences of degree of skill em ployers
shall have the freedom of selection as
betw een one union man and another,
and shall not be confined to an y list
nor bound to follow an y prescribed o r­
der. ”
The articles provide fo r theso more

Mr. Cohen concludes his sta te m e n t
w ith the follow ing declaration, rem ark
able for one in his position:
“ T rad e unions are not only neces­
sary, b u t m ust be guided and s tre n g th ­
ened. I have not been fighting your
unions; I have been fighting for w hat
I believed w ere t i n rig h ts guaranteed
by th e laws of the country to my
c lie n ts .”

Suspicion w as aroused in th e case of
Mrs. A d rian ce by th e finding in the

necklace valu ed a t $6000. She had in
h er possession o th er valu ab le jaw elry ,
th e gem s being roughly estim ated as
w orth in excess of $100,000. Tne a u ­
th o ritie s also seized a $3000 necklace
from M iss M arion, th e d au g h ter of
M rs. A d rian ce, who accom panied her.
T hese a rre s ts were m ade on Sunday
an d thegg has been rnueh a c tiv ity in

ag er No. 1 in Chicago of th e W ashing
ton offices. P rev io u s to th is tim e, it Is
said, thousands of p hauiplets sent out
by th e concern had been confiscated by
the p o stal au th o rities. A c o u tra c t made
by th e Co-operative U n ited E xchange
w ith B en n ett was in th e possession of
inspectors.

tiv itie s is being held a secret by the
postoffice.
S everal hundred sta te m anagers,
ag en ts and rep re sen tativ es of th e con
cern are said to bo on tho co m p an y ’s
books. Each of them is declared to
have been com pelled to pay from $500
to $550 into th e co m p an y ’s coffers. Two
m ethods by which tho co rp o ratio n is
alleged to have sw indled its own em ­
ployes are as follows:

to be bonded for $500 in th e associate

w ere to receive th e ir first y e a r ’s salary
in th e stock o f th e concern.
T he F ederal officers ch arg e th a t con
tra c ts which th e ag en ts en tered into
co n tain ed so m any “ jo k e r s ” th a t it
would be im possible fo r th e em ployes
to m eet th e requirem ents. As a result,
an endless chain o f “ fire an d h ir e ”
