Failures in China May Cause
Serious Outbreaks.
Pekin, April 26.— Attacks upon
magistrates and several mission build­
ing at Changteh Fu and reports of dis­
turbances at other points in Hunan
province have aroused diplomatic cir­
cles. Concern is felt lest the trouble
started in Changsha may develop wide
significance.
The Chinese government, fearing
revolutionaries may take advantage of
the unrest growing out o f the food sit­
uation, is taking stringent measures to
suppress disorder.
Fuller advices
from Changsha emphasize that the
rioting is not primarily due to anti-
foreign feeling, but was turned against
foreigners only upon the discovery
that the governor’s efforts to prevent
the exportation o f rice were balked
largely through
foreign
influence.
Thousands are on the verge of starva­
tion, owing to the failure of the crops.
Several weeks ago the governor, to
prevent high prices, prohibited all ex­
portation of rice. British and Japan­
ese merchants and shippers engaged
in the rice trade protested to their re­
spective legations at Pekin in an effort
to induce the diplomatic corps as a
body to protest. This was frustrated
by the refusal o f the American and
German legations to join.
The British and Japanese then pro­
tested to the Wai Wu Pu, which, in
view of the treaties now in force, was
reluctantly compelled to instruct the
governor that he must postpone his in­
hibition o f exports. A jump in the
price o f the people’s food quickly fol­
lowed the suspension of the inhibition,
and drove the poor in desperation to
wreck the government buildings, and
afterwards consulates, missions and
other foreign buildings.
Three men implicated in the recent
bomb plot against the regent, arrested
at Pekin, confessed their guilt. Two
leaders, educated in Japan, professing
to belong to the Sun Y at Sun party in
San Francisco, say bomb methods are
discountenanced, and hence ^the three
men acted upon their own responsibil­
ity.

Marshfield- Realizing the great val­
ue of their farming land, the people of
Coquille valley section of Coos county
are planning to open an experiment
station for the purpose of ascertaining
for the benefit of the farmers just
what crops are best adapted to the lo­
cality.
William N. Russ, who owns several
hundred acres o f bottom lands, has
agreed to give the use of his land for
the purpose. It is believed that the
bottom lands of the Coquille, valley
are particularly well adapted for rais­
ing garden truck and everything in the
way of vegetables will be planted.
It is possible that the government'or
the state will be asked to aid in the
work. While the state agricultural
college has been of much assistance to
the farmers, the land in the Coquille
valley is different from other parts of
the state and requires especial atten­
tion.
It is believed that crops which are
consumed by the canneries can be prof­
itably grown and the development
work at an experiment station, it is
hoped, will bring about the establish­
ment of vegetable canneries in the lo­
cality.
Vale— Six hundred head o f horses

of the Willow Creek Irrigation com­
pany, whose project will water 20,000
acres o f fine valley and bench land trib­
utary to Vale and the new town o f Bro­
gan.
Fourteen miles of ditch for the Ore­
gon Fruit Farms must be completed
this week, and the contractors, Hales
& Crane, who have recently completed
the Wood river project in Idaho, are
rushing all the men available into the
territory.
The whole contract, consisting of 45
miles o f canals, must be completed by
June 1. Messrs. Brogan and O’ Don­
nell, who are putting in the project,
are constructing three reservoirs f«.-

be able to irrigate 2,000 acres of orch­
ards this summer.

Milwaukee, Wis., April 23.— This
was a busy day for the Socialists, who
have just taken the reins of city gov­
ernment
Mayor Seidel came out
strongly for abolition of the slums, and
declared that he would support any

the central council o f philanthropists
for the tearing down of tuberculosis in­
fested tenements and houses, and a
general purification o f the city, moral­
ly and physically.
Mayor Seidel declared that he would
not issue permits for Saturday night
dances in places 'in which dancehalls
are connected with saloons, and that he
would try to arrange for free Saturday
night dances with municipally provided
music in school houses.
Mr. Seidel announced that he would
pay a visit to Chicago and confer with
Dr. Evans, health commissioner of
that city, to secure ¡advice on the en­
gaging of a good man for health com­
missioner.
Oustide of this program for the car­
rying out o f platform pledges, Victor
Berger announced that’the central com­
mittee was so progressing in its work
o f organizing the state that there
would be 100,000 votes polled by that
ticket this coming fall.
Mayor Seidel said he would inspect a
number o f institutions, hospitals, places
o f charity and other buildings involved
in the jurisdiction o f the health com­
missioner, when in Chicago. He w ill
also continue inquiring for a commis­
sioner of public works qualified to fill
the new $6,000 position as chief of
the board, when the one-man plan goes
into effecL

Hughtown, Scitly Islands, April 21.
— Inhabitants of the Rocky Scilly is­
lands were famous wreckers o f primi­
tive times, but they will forever re­

The Atlantic transport liner Minne­
haha, wrecked Monday, disgorged part
of her 17,000 tons o f valuable cargo,
casting it upon the waters all day long,
to be gathered up by those who cared
to take the trouble.
Farming and fishing were aban­
doned, and even school was dismissed,
while most of the population o f the
nearby islands, men, women and chil­
dren, devoted themselves to obtaining
treasures from the waves.
The salvagers decided to try to res­
cue the Minnehaha by cutting her in
half, in the same way the Chicago
White Star steamship Suevic, which
went ashore near the Lizard in March,
1907, was saved.
Every effort to lighten the ship is
now imperative.
Today the waves
beat up too high and strong for the
tugs to go alongside.
Consequently
goods were thrown overboard from the
forward hold as fast as the stevedores
could handle them.
Huge cases, containing automobiles
and pianos, followed one another over
the side, striking the water with a
great splash.
Sewing machines and
clocks went with them, while furniture
floated everywhere.
Many bales of cigarettes covered
the face of the water, and tons of cheap
American novels floated to the nearby
shore of Bryhe, where they were piled
like seaweed.

spread early and a flotilla o f fishing
craft and luggers scurried to the scene.
As fast as the cargo hit the water,
enterprising boatmen pulled up the
smaller cases, while they took the
larger ones in tow.
The machinery was taken from the
wreck and stored.

o f cattle swam ashore, while ten were
drowned.
The seamen here think it will be im­
possible to save the Minnehaha, and
look for the first strong wind to break
