Washington, Nov. 30.— I f congress carries out all the recommendations made by Secretary of the In terior Bal linger in his annu al report to the P re si dent, practical an d fair-minded advo vates of conservation of natural re sources will have nothing to ask beyond a strict enforcement of the law. The s e c r e t a r y ’s report, made public today, has been read and approved by P re si d en t T aft, an d th erefo re may be re gard ed as voicing his own views and opinions upon the various subjects dealt with, and to t h a t e x ten t is an indication of the recommendations which the Pres id en t himself will submit to congress when it convenes next Monday. S ecretary B a ll i n g e r ’s report is in no degree sensational. I t is a plain, force ful recital of conditions as they exist. In it the many weaknesses of the public land laws are po inted out, and practical remedies ar e suggested. The report gives evidence of g reat stud y of the various problems discussed, an d indi cates the minuteness with which the new secretary of the in ter io r has gone into the details o f the work of his d e partm ent. From first to last the report is free from comment on bu reaus not und er the juris diction of the secretary of th e in terior. There is no reference to friction wdth the forest service, but at places, re ading between the lines, can be found indications of th e s e c r e ta r y ’s desire t h a t congress shall absolut* ’y define the powers of the secre ta ry of the i n terior, so th at in fu tu re there will be no excuse w h atev er for officials o f an ot her d ep artm en t u n d ertak in g to die t a te questions of policy and ad m in is t r a tio n to his branch of the government service.
