I would also adv o cate the im posing upon ail logged off lands a basic tax su fficien tly high to insure th e ir re v e rt ing n a tu ra lly to th e sta te fo r a reason able com pensation, the lands to be u til ized in raisin g tre e s fo r f u tre g en era tions; the levying of th is ta x to be sus pended in case p riv a te ow ners should wish to set aside th eir logged-off lands fo r the purpose of raisin g tim b er under sta te reg u latio n s; th is tim b er to pay a c u ttin g ta x a t the tim e it is cut. The d e ta ils of such a ta x an d the s e t tin g aside of logged-off lands fo r the raisin g of tim b er by p riv a te ow ners are m utters th a t can be w orked o u t; th e in terests of the people p ro te c te d ; the re v enue which th e tim b er and lum ber in terests should rig h tfu lly pay th e sta te provided, b u t collected in such a m an lier as will help conserve our fo rests in stead of encouraging ow ners to cut and waste them , as under our p re se n t system of tax atio n . I am firm ly of th e opinion th a t if our fo rests are to be conserved an d new fo rests grow n, th e first step necessary is the revision or evolutioniz- ing of our system of tax atio n . The b ig ditch is 18 fe e t wide a t th e but tom , w ith a m inim um w all b rig h t ° f five feet. The canal will ta k e w ater from Cottonwood riv e r by m eans of a huge dam and reservoir, au d will lead around the foothills on th e w est side of th e valley to the term in al a t Thomas creek, in to w hich stream fo r th e pres c u t the excess w aters of th e canal will be tu rn ed . I t is only one of th re e sys terns which u ltim ately will cover every foot of irrig ab le land in th is valley, 85,000 or more acres. The p resen t canal will w ater about 30,000 acres. F o r considerable distance * a f te r the canal debouches into the v alley it is c arrie d alongside the m ountain, which required th e b la stin g out of th e en tire d itch through solid rock. All th e rock had to be rem oved by hand, which m ade it a v ery expensive piece of w ork. P ro b ab ly 20 miles of th e canal is w hat m ay be term ed d irt work, though in some places th e rock, of a w a te r form ation, th in ly stratifie d , ap p ears a t the su rface au d th is also had to be blasted out.
