Crane, of Chicago, a man unknown to the E astern world or in diplom atic circles, to be m inister to China, is recognized in Pekin official quarters as the break ing of new ground as well as the most strik in g action w ith reference to Am erican representation in China fur the last 50 years. The R ussians and French in the Chi nese capital have attached special sig nificance to the tra n sfe r of W. W. Rockhill from Pekin to St. P etersburg, holding it to mean a Russo-Am erican alignm ent on Chinese affairs. H igh Chinese officials declare th a t Japan is C hina’s g re atest enem y, but G reat B ritain has unofficilaly warned China th a t the Anglo-Japanese alliance was never more strong than it is at present, and has urged th a t China de vise am icable relations w ith Jap an . I t was expected, says the article, th a t the w ithdraw al of the proposal to refere to The H ague a rb itratio n t r i bunal the differences between China and Jap an , preceded the adoption of w hat was hoped would be a conciliatory policy by China. B ut th is expectation has not been realized. China now pro poses wholly unacceptable term s and refuses to reply to Ja p a n ’s request for reconsideration. The a rticle concludes: “ The Japanese governm ent is ex er cising all possible patience, but is not carrying its endurance to the point of sentim entality. Cang ilón as chief prosecutor, the proceed ings today differed in no particu lar from the early stages of the first tria l, which resulted in a disagreem ent. Honolulu, Ju ly 20.—The jury in the case of 13 Japanese strik e rs who re sisted a rre st follow ing the rio t on the W aikahu plantation on Ju ly 8, which retired a t 4 o ’clock on Saturday a fte r noon and which last n ig h t reported th a t it was impossible to agree, came into court today and inform ed Judge Robinson th a t i t could not reach a ver dict. A fte r charging it fu rth e r the judge again ordered it locked up. An hour la te r the ju ry for the third tim e reported a disagreem ent and finally was discharged. M ayjBe G eneral S trik e. Mexico C ity, Ju ly 20.— R eports from all p a rts of Mexico indicate th a t the sentim ent in favor of a strik e in sym pathy w ith the train dispatchers by the engineers and conductors of the merged railroads of Mexico is rapidly c ry sta l lizing. Many telegram s declare the engineers and conductors will leave th e ir posts if necessary. President Stone, of the Brotherhood of Locomo tive E ngineers and Vice President C ur tis, of the O rder of R ailw ay Conduc tors, are expected to arrive here today. They will decide on the issue. EXILES GET FREE. Siberisn C onvicts Land in Alaska but A re^N ot^W anted. Cordova, A laska, Ju ly 19.—The St. Croix has brought here 100 Rusaiana, p a rt of the 300 landed a t Nome by the Russian steam er V aarg and held up as the result of a Nome mass m eeting, but finally landed when it was found they had the necessary am ount of money. Cordova objects to th eir land ing and they may be taken to S eattle. Among the p arty are several who are believed to be m em bers of the band of political convicts who escaped from a penal colony in the interior of S iberia several m onths ago and who on June 20, were reported to be working th e ir way toward E ast cape, on the ex trem e E astern coast of S iberia in an etfort to cross the B ehring s tra its and reach Am erica. The men believed to be the escaped convicts are w earing old Cossack uni form s. These men have been keeping th e ir own counsel, re lu sin g to com m unicate even w ith the other Russians who came down from the North w ith them . The p arty reached Nome from Si b eria on the Russian steam er Vaarg. A fte r a rriv in g in Nome the men re- em barked on the steam er St. Croix, and came to this port, w here they asked for work in the construction camps of the Copper R iver & N orthw estern ra il road. It is believed the clothes were taken from the guards killed in the battle a t Chupotosk, near the A rctic circle last March, when the convicts defeated a company of pursu ing Cossacks. Spokane, W ash., Ju ly 19.—The num ber of applications for reservation lands Saturday was som ewhat sm aller than on the preceding days, not only here, but in Coeur d ’Alene, MisBoula and Kalispel). In Spokane, about 5,500 applications were filed; in Coeur d ’Alene, 5,500; in Missoula, 2,300, and K allspell, 1,500. The toial for three days in Spokane and Co“ur d ’Alene is a little over 23,- 000 each. The crowds a t the hotels are easing off and it appears th a t many who have come W est to file are passing through to S eattle to see the exposition first and are planning to apply on th eir way back. A t Coeur d ’Alene, w here serious trouble among the notaries was th re a t ening, an agreem ent has been reached whereby all will g e t together, banish com petition and pool receipts. N otaries here say th a t about one out of every 10 applicants is a woman, in alm ost all cases from the E ast seeking a home in the W est. Many of the men who apply look upon it as a huge gam ble.
